Description

NASA/John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK13482809R Close/Demolish Facilities and Structures, Various Locations.

It has been determined that this competition will be limited to 8(a) firms located within the geographical area serviced by the SBA South Florida District Office and the SBA North Florida District Office, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area and the assigned NAICS code of 238210. All other 8(a) Business Development (BD) participants are deemed ineligible to submit offers.

THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO:

This project is to deconstruct facilities and structures located at Kennedy Space Center (KSC) and Cape Canaveral Air Force Station (CCAFS). These facilities previously housed administrative and technical/operational support personnel or were mission support structures. The work will be required to be performed with minimal impact to the surrounding roads and facilities. It is anticipated that the work will occur primarily during the typical work hours of 7:00am to 3:30pm. The proposed acquisition will involve the following types of activities:

1. Deconstruction of approximately 46 concrete and/or steel framed facilities and structures totaling approximately 180,000 square feet.
2. Environmental and safety work including worker and environmental protection, cleaning and certification of fuel and storage tanks, waste segregation and waste disposal, and safing and abatement of hazardous materials including, but not limited to, friable asbestos and lead.
3. Maximize re-use and recycling of materials.
4. Coordination, deactivation, disconnection and removal of electrical, mechanical and communications systems.
5. Removal of building slabs, foundations and associated impervious areas along with site restoration including re-grading and installing sod.
6. Site clearing to access currently inaccessible structures for dismantling and removal.
7. Working at heights of approximately 50 feet to dismantle and remove tall structures.
8. Working under the U.S. Export Control Laws as prescribed in DOD 4160.21-M-1 for the applicable structures and systems.

The NAICS code for this procurement is 238210 with a small business size standard of $14M.

The contract effort for this RFP will include the following: Task 1- Close/Demolish Facilities and Structures at Various Locations to include selective demolition of VAB Tower E Floors and facilities in the Hypergol Maintenance and Environmental Health areas at KSC

Option 1- Close/Demolish Facilities and Structures at Various Locations to include selective demolition of Hangar S and Hangar AF structures on CCAFS

Option 2- Close/Demolish Facilities and Structures at Various Locations to include the Orbiter Mate/Demate, Ammonia Boiler Refurbishment, and Storage Facilities

Option 3- Close/Demolish Facilities and Structures at Various Locations to include a Modular Office Building, Silver Recovery Building, and a Sandblast/Paint Facility

Option 4 – Close/Demolish Facilities and Structures at Various Locations to include structures at the Shuttle Landing Facility, Sewage Treatment Plant #15, a Microwave Tower, and other miscellaneous structures The basic contract task and each option shall be separately priced. The performance period for completion of all tasks and options is 890 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows:

The total estimated cost of this project is in the estimated construction contract price range of between $5,000,000 and $10,000,000.
The anticipated release date of the RFP is imminent with an anticipated offer closing date of on or about September 18, 2013. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be conducted. The date and time will be included in the RFP. Prime contractors will be limited on the number of personnel in attendance.

Specifications and Drawings will be made available for download through the posted solicitation.

An ombudsman has been appointed — See NASA Specific Note “B”. The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
