DESC: NASA/MSFC plans to issue a sole source RFQ to Congressional
Quarterly (CQ.com) for a subscription to Congressional Quarterly
On-Line. CQ.com provides indepth coverage of legislative developments,
detailed legislative histories on bills introduced in congress,
floor votes, and legislative forecasts. This procurement is
being conducted under the Simplified Acquisition Procedures
(SAP).
NASA/MSFC intends to purchase the items from Congressional
Quarterly (CQ.com) pursuant to FAR 13.106, for the acquisition
of supplies and services determined to be reasonably available
from only one source. Competition is impractical for the following
reasons: (1) CQ.com is the only comprehensive and integrated
legislative tracking system available. (2) CQ.com provides
detailed legislative histories of each bill introduced in Congress
with direct links to the Congressional Record, committee reports,
related bills, floor votes, and stories from CQ Weekly and
CQ Daily Monitor. (3) CQ.com provides summaries and forecasts
for all major bills before Congress. (4) Vote summaries are
prepared by CQ editors and posted within an hour after floor
votes. (5) CQ.com provides specialized e-mail alerts on a variety
of topics, including NASA programs.
The Government intends
to acquire a commercial item using FAR Part 12. Interested
organizations may submit their capabilities and qualifications
to perform the effort in writing to the identified point of
contact not later than 4:30 p.m. local time on September 25,
2001. Such capabilities/qualifications will be evaluated solely
for the purpose of determining whether or not to conduct this
procurement on a competitive basis.
A determination by the
Government not to compete this proposed effort on a full and
open competition basis, based upon responses to this notice
is solely within the discretion of the government. Oral communications
are not acceptable in response to this notice.
All responsible
sources may submit an offer which shall be considered by the
agency. An Ombudsman has been appointed. See NASA Specific
