DESC: NASA/LaRC plans to issue a Request for Proposal (RFP) for
Security Services at NASA Langley Research Center, Hampton,
VA. Security services will be required, but not limited to,
the following areas: Security Force, Operation of the Emergency
Dispatch Office, Locksmith, Operation of the Badge and Pass
Office, Security Education and Training, Personnel Security,
Information Security, Information System Security (ISS), Physical
Security, Foreign Visit Coordination, and Public Key Infrastructure
(PKI) registration authority. For this procurement a firm-fixed
price contract is anticipated with a provision for task orders.

The period of performance is projected to start February 1,
2002 and include a base year plus four 1-year options. The
Government does not intend to acquire a commercial item using
FAR Part 12. See Note 26.

This procurement is set-aside for
HUBZone small business. See Note 27. A Top-Secret Facility
Clearance is required. The NAICS Code and Size Standard is
561612 and $9M, respectively. The DPAS Rating for this procurement
is DO-C9. The provisions and clauses in the RFP and model contract
are those in effect through FAC 97-27. All qualified responsible
sources may submit an offer which shall be considered by the
agency.

The anticipated release date of the RFP is on or about
November 1, 2001 with an anticipated offer due date of on or
about December 3, 2001. An ombudsman has been appointed —
See NASA Specific Note “B”. The solicitation and any documents
related to this procurement will be available over the Internet.
These documents will be in Microsoft Office 97 format and will
reside on a World Wide Web (WWW) server, which may be accessed
using a WWW browser application. The Internet site, or URL,

Prospective offerors shall notify this office of their intent
to submit an offer. It is the offeror’s responsibility to monitor
