NASA plans to issue a Request for Offer (RFO) for the operation, maintenance (O&M) and sustaining engineering for the following in support of the Meteorological Instrumentation Support Systems Contract at Kennedy Space Center: 50 MHz Doppler Radar Wind Profiler (DRWP) Lightning Detection and Ranging (LDAR) Mesonet: Visibility and soil moisture sensor network.

The Government intends to acquire a Commercial Item using FAR Part 12. This procurement is being conducted under the NASA Midrange Procurement Procedures in the NASA FAR Supplement Part 1871. The provisions and clauses in the RFO are those in effect through FAC 97-27. The Defense Priorities and Allocation System Rating for this procurement is A2.

THIS IS A SYNOPSIS ONLY — THIS IS NOT A SOLICITATION. The anticipated release date for RFO10-02-0006 is on or about 12/14/01, with an anticipated proposal due date of approximately 30 days after the RFO release. The solicitation, Statement of Work and any other documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.

All qualified responsible sources may submit an Offer that shall be considered by the agency. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer represents the best value after evaluation in accordance with the factor that will be listed in the solicitation.

The contract will be Firm Fixed Price and will cover a 5 year period (one year basic plus four one-year options). This will be a 100% small business set-aside. The NAICS Code and size Standard are 541710 and 1000 employees, respectively. NASA Numbered Note B is applicable.
