DESC: NASA/GRC plans to issue a Request for Offer (RFO) for operation
and management of the National Science, Engineering, Mathematics,
and Aerospace Academy (SEMAA) Office and assist NASA in the
coordination of the SEMAA program nationwide. SEMAA is a K-12
program designed to use the unique resources of NASA to reach
out to underserved youth, to excite them about science, mathematics,
engineering and technology. Work includes, but is not limited
to overseeing the management of the current sixteen SEMAA sites
at educational facilities throughout the nation, providing
training to new sites, updating curriculum, tracking SEMAA
participants, assemble advisory board, marketing SEMAA, hosting
annual SEMAA Conference, meet reporting requirements, program
evaluation, etc. For additional information see the SEMAA website

The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. The proposed
contract is set-aside for HUBZone small business concerns.
Offers from other than HUBZone small business concerns will
not be considered. See Note 27. The NAICS Code and Size Standard
are 561110 and $5M, respectively. The DPAS Rating for this
procurement is DO-C9. The provisions and clauses in the RFO
and model contract are those in effect through FAC 97-26. All
qualified responsible sources may submit an offer which shall
be considered by the agency.

The anticipated release date of
the RFO is on or about November 8, 2001, with an anticipated
offer due date of on or about December 13, 2001. An ombudsman
has been appointed — See NASA Specific Note “B”.

The solicitation
and any documents related to this procurement will be available
over the Internet. These documents will be in Microsoft Office
97 format and will reside on a World Wide Web (WWW) server,
which may be accessed using a WWW browser application. The

Prospective offerors shall notify this office of their intent
to submit an offer. It is the offeror’s responsibility to monitor
the Internet site for the release of the solicitation and amendments
(if any). Potential offerors will be responsible for downloading
their own copy of the solicitation and amendments (if any).
