SUBJECT: M–OPERATION AND MAINTENANCE OF THE NATIONAL SCIENTIFIC
BALLOON FACILITY AND ENGINEERING SUPPORT FOR THE BALLOON PROGRAM

DESC: THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. Goddard Space Flight
Center (GSFC), Wallops Flight Facility (WFF), is seeking qualified
sources capable of performing the operation and maintenance
of the National Scientific Balloon Facility (NSBF) and engineering
services to support the NASA Balloon program. It is anticipated
that performance will be for a minimum of five years and a
maximum of ten years commencing on March 1, 2003. NSBF is a
Government-owned facility located in Palestine, Texas, with
a permanent balloon staging facility at Fort Sumner, New Mexico.
The Contractor will be required to provide facility operation
and maintenance for the NSBF, operational balloon flight support
including launching, tracking, and recovery of scientific balloons
and payloads, and engineering services for operational support,
quality control, and balloon research and development, located
at the NSBF, Goddard Space Flight Center (GSFC), Wallops Flight
Facility (WFF), Wallops Island, VA, and at the Contractor’s
facility. WFF anticipates the award of a “performance based”
contract for these services.

All interested sources are encouraged
to submit information that supports their ability to perform
and successfully complete the required services to NASA, Goddard

is for information and planning purposes and is not to be construed
as a commitment by the Government nor will the Government pay
for information solicited.

Respondents will not be notified
about the outcome of the Government’s review of solicited information.
Failure to respond to this synopsis does not mean that a firm
cannot respond to a solicitation at a later date. A formal
synopsis of this procurement will be published electronically
and in the Commerce Business Daily, pursuant to FAR 5.2.

The
solicitation for this procurement will be available over the
Internet. These documents will be in Microsoft Word and will
reside on a World Wide Web (WWW) server, which may be accessed
