Description

NASA/MSFC plans to issue a Draft Request for Proposal (RFP) for Research and Development (R&D) Space Flight and Associated Hardware for Marshall Space Flight Center. The Government anticipates the award of a Cost-Plus-Incentive-Fee (CPIF) contract with a one-year base period of performance and four one-year options. The provisions and clauses in the RFP are those in effect through FAC 2001-02. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total Competitive 8(a) Setaside. The NAICS Code and Size Standard are 541710 and 1,000, respectively. The DPAS rating for this procurement is DO-C9. The Draft RFP will be released for industry comments on or about February 26, 2002. An Industry Briefing is planned for on or about March 8, 2002, and will be discussed in Section L of the Draft RFP. Following the briefing a tour of representative MSFC facilities applicable to this procurement will be conducted. Offerors who plan to be at the Industry Briefing must furnish in writing by facsimile or electronic mail: name, title, country of citizenship, and place of birth to both MSFC Protective Services/AD50 at security@msfc.nasa.gov or FAX (256) 544-5839 and Janice Burrough/PS-22 no later than date and time specified in Section L of the Draft RFP, which will be approximately one week prior to the Industry Briefing. The due date for receipt of industry questions or comments regarding the Draft RFP is 5:30 p.m. (CST), March 15, 2002. Questions/comments received by 5:30 p.m. (CST) on March 6, 2002, will be addressed at the Industry Briefing. Questions/comments received after the Industry Briefing will be considered, but may not receive a response. Use of industry questions and comments to structure the final RFP is at the discretion of the Government. An ombudsman has been appointed. See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 2000 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
