CBD: NASA Membership to the Corporate Executive Board

Description

NASA/HQ plans to award to the Corporate Executive Board a 1-year membership on The Working Council for Chief Information Officers (WCCIO). The authority is only one responsible source 10 U.S.C.2304(C)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The WCCIO is an industry-led , collaborative, not for profit research and executive education institution. The Working Council is a unique institution that has been established to research on best demonstrated business and management practices that arise in most large complex environments: setting strategy, change management, investment prioritization, recruiting, relations with line, service quality, and innovation. The Council has access to over 1500 corporations developed over 22 years of proprietary, best practices research. The Working Council’s strategic research agenda is set only by its members which consists of over 450 CIOs. Membership will help NASA shape strategic debate and accelerate tactical implementation by using knowledge and tools available through the WCCIO. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 26, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
