Description

NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) via the internet, on or about March 15, 2002 for maintenance and development of the Earth Observing System Data and Information System (EOSDIS), consisting of hardware and software elements that provide science data management for NASA’s Earth Science Enterprise. The scope of this draft RFP will include (but not be limited to) maintenance and development of the EOSDIS Core System (ECS) Science Data Processing System (SDPS) at four Distributed Active Archive Center (DAAC)s, including ECS hardware and custom/COTS software at GSFC (Greenbelt, MD), Earth Resources Observation Systems (EROS) Data Center (EDC) (Sioux Falls, SD), Langley Research Center (LaRC) (Hampton, VA) and the National Snow and Ice Data Center (NSIDC) (Boulder, CO). This requirement will be solicited as a full and open competition. A five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be issued with an anticipated start date of November 2002. It is anticipated that this contract will allow the issuance of at least four types of Task Orders; Cost-Plus-Award-Fee (CPAF), Cost-Plus-Incentive-Fee (CPIF), Fixed-Price-Incentive (FPI), and Firm Fixed Price (FFP).

The anticipated release date of DRFP5-03186/179 is on or about March 15, 2002. Interested parties will be given two weeks to provide comments. Comments on the Draft RFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. Any subsequent RFP will be synopsized prior to its release. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), the Government does not intend to award a contract on the basis of the Draft RFP, or to otherwise pay for the information solicited. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The DPAS rating for this procurement is DO-C9. Any documents related to this procurement will be made available over the Internet. These documents will be in Microsoft Office Suite (Word, Excel, or PowerPoint) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror’s responsibility to monitor this Internet site for the release of the solicitation and amendments (if any).
