DESC: NASA/HQ plans to issue a Purchase Order for a 1-year membership
on the Corporate Leadership Council, and Recruitment Roundtable
with Corporate Leadership Council. Membership in the Council
is comprised of senior human resources executives at leading
corporations worldwide. The Council identifies and publishes
best-demonstrated practices focusing on successful corporate
human resource (HR) initiatives. Membership services include:
(1) unlimited copies of current and past studies dealing with
a wide range of HR issues, (2) annual executives retreats for
senior HR executives at no extra cost, (3) regional briefings,
(4) assignment of short-answer custom research projects without
charge for staff or labor time and quarterly project reports,
(5) access to custom project library, (6) access to Council’s
services and communication with staff at no cost, (7) educational
services which include on-site presentations on the practices
and organizational structure of the world’s most progressive
HR departments, (8) workshops for senior officers, and (9)
retreat implementation kit for conducting staff retreats. Recruitment
Roundtable Membership specifically focuses on the critical
challenges in the recruitment role. To be eligible to participate,
basic CLC membership is required. Members of the roundtable
have access to strategies, techniques, technology, best practices,
and trends in the private and public sectors.
This procurement
is being conducted under the Simplified Acquisition Procedures
(SAP). NASA/HQ plans to award this Purchase Order on a sole
source basis to The Corporate Leadership Council. The Government
intends to acquire a commercial item using FAR Part 12. Interested
organizations may submit their capabilities and qualifications
to perform the effort in writing to the identified point of
contact not later than 4:30 p.m. local time on September 19,
2001. Such capabilities/qualifications will be evaluated solely
for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and
open competition basis, based upon responses to this notice
is solely within the discretion of the government.
Questions
regarding this acquisition must be submitted in writing no
later than September 15, 2001. Quoters shall provide the information
required by FAR 52.212-1. Oral communications ARE NOT acceptable
in response to this notice. OMBUDSMAN STATEMENT REQUIRED] An
Ombudsman has been appointed.
