DESC: The NASA/JSC Information Systems Directorate (ISD) and
the International Space Station Management Information Systems
Office are planning the consolidation of several contracts.
The purpose of this notice is to help determine the appropriate
level of competition by seeking a capabilities statement and
other pertinent information from Small Businesses (SB).

Contemplated
requirements for the consolidated contract include: Acquisition
Notice Posting The NASA/JSC Information Systems Directorate
(ISD) and the International Space Station Management Information
Systems Office are planning the consolidation of several contracts.

The purpose of this notice is to help determine the appropriate
level of competition by seeking a capabilities statement and
other pertinent information from Small Businesses (SB). Contemplated
requirements for the consolidated contract include: I. Management
and administration that may consist of overall contract administration;
program, project and functional area management; resource management;
configuration management; risk management; software procurement;
technology infusion; safety; and security. II. Systems Management
that may consist of general systems support such as planning,
engineering and consultation; risk management; quality assurance;
configuration management; testing; procurement; facility support;
system security; second tier Help Desk and consultation; and
server operations. Specific systems to be managed may consist
of 7 Multi-media systems such as news and mission systems;
video productions and presentation support; graphics creation
and design; mission and non-mission television; video-teleconferencing;
duplication and printing; document conversion; engineering
data services; photographic and video image acquisition; photographic
laboratory operations, 7 Computational and administrative systems
such as information technology firewalls, computational servers,
web servers, application servers, database servers and administrative
accounting system, 7 Human interface support may consist of
community outreach, public affairs office support to internal
and external customers, NASA exhibits, news and media support,
protocol support, staging and presentation, audiovisual loan
pool management and internal Center mail services, and 7 Library
and imagery repository systems such as the JSC scientific and
technical information center (library), oral and written history,
and imagery long-term storage facilities.

In order to support
current and future systems, the Systems Management requirements
also include full life cycle system development, integration
and sustaining engineering. Sustaining engineering may consist
of maintenance agreement and license renewal; system analysis;
hardware sparing and replacement parts; software patches and
updates; preventive and remedial maintenance. In addition there
technical support services that may consist of maintaining
current system documentation, support for officially constituted
boards (e.g., configuration control boards), ISO documentation,
customer service, direct customer technical support, records
management and publications. III. Information management may
consist of content management for Internet sites; correspondence
tracking; developing fact sheets and internal newsletters;
electronic and hardcopy forms; education programs; and planning
and analysis for external NASA/JSC communications.

No solicitation
exists; therefore, do not request a copy of the solicitation.
If a solicitation is released it will be synopsized in the
CBD and on the NASA Acquisition Internet Service. It is the
potential offerors responsibility to monitor these cites for
the release of any solicitation or synopsis. The Government
is requesting from interested Small Businesses a capability
statement of 10 pages or less indicating the ability to perform
all aspects of the effort described herein.

Responses must
include the following: name and address of firm, size of business;
average annual revenue for past 3 years and number of employees;
ownership; whether they are large, small, small disadvantaged,
8(a), HUBZone, and/or woman-owned; number of years in business;
affiliate information: parent company, joint venture partners,
potential teaming partners, prime contractor (if potential
sub) or subcontractors (if potential prime); list of customers
covering the past five years (highlight relevant work performed,
contract numbers, contract type, dollar value of each procurement;
and point of contact – address and phone number).

purposes and is not to be construed as a commitment by the
Government nor will the Government pay for information solicited.
Respondents will not be notified of the results of the evaluation.

reserves the right to consider a small business or 8(a) set-aside
based on responses hereto. All responses shall be submitted
to Richard Bennett no later than September 26, 2001. In responding
