DESC: NASA/SSC plans to issue a Request for Offer (RFO) for Consolidation
Assessment of Rocket Engine Test & Development Capabilities.
NASA/SSC intends to issue a sole source, firm fixed price Indefinite
Delivery/Indefinite Quantity contract to Aerospace Corporation,
El Segundo, CA 90245.

The Consolidation Assessment Study is
a Commercial Item Acquisition under FAR Part 12. The Assessment
Study shall include the feasibility of co-locating certain
rocket engine testing facilities, either by moving or duplicating
them. Numerous rocket engine-related facilities may also be
considered, as may consolidation of some organizations and
services. NASA/Stennis Space Center will provide direction
as to which consolidation efforts will be analyzed and to what
level of analysis. Both the current and proposed relocation
sites for each facility will be visited. The tasks required
will range from the assessment of the feasibility of moving
or duplicating various liquid rocket engine test facilities
and consolidating the test facilities into one or more national
test and development centers to reviewing issues associated
with privatization of rocket testing and assessing the anticipated
needs of NASA, DOD and the commercial space industry in the
area of integrated propulsion system testing.

This is a sole
source procurement under the authority of FAR 6.302-1. The
Government believes only one responsible source can provide
the services that will satisfy the agency requirements. This
notice of intent is not request of quotation (RFQ) for competitive
quotes. Interested organizations may submit their capabilities
and qualifications to perform the effort in writing to the
identified point of contact not later than 4:30 p.m. local
time on Friday, January 4, 2002. Such capabilities/qualifications
will be evaluated solely for the purpose of determining whether
or not to conduct this procurement on a competitive basis.
A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses
to this notice is solely within the discretion of the government.
An Ombudsman has been appointed.
