NASA/MSFC plans to issue a Request for Offer (RFO) for systems requirements and a systems design of a logistics resupply service to the International Space Station (ISS). This in support of the Alternate Access to Station (AAS) element of the Second Generation Reusable Launch Vehicle Program. This effort is approximately one year in length to assess a logistics resupply service concept definition to ISS. This service concept and service plan will be part of a process used by NASA to potentially procure a commercial service for alternate access to station. The ISS Logistics Resupply Service concept definition should include a systems design and operations concept capable of transporting cargo from the surface of the Earth to the ISS requiring a launch vehicle and an orbital transfer vehicle with cargo carrying capability. It is desirable but not mandatory that the flight system be capable of returning cargo, intact, from the ISS to Earth.

THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE Synopsis FOR ALTERNATE ACCESS TO STATION (AAS) SYSTEMS CONCEPT OF A LOGISTICS RESUPPLY SERVICE TO THE INTERNATIONAL SPACE STATION SUPPLEMENTED WITH ADDITIONAL INFORMATION CONTAINED IN THIS NOTICE. This notice serves as the official amendment to the subject solicitation and a written amendment will not be issued. The purpose of this amendment is to revise the anticipated release date of the RFO from December 17, 2001 to early January 2002. The delay is necessitated due to on going review of the design reference mission. It is anticipated that the proposal due date will remain early February 2002 (i.e. 30 days after solicitation release). The specific due date for receipt of offers will be included in the RFO. Documents related to this solicitation will be available over the Internet. These documents are in Microsoft Office 97 format and reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
