DESC: NASA/JSC plans to issue a Request for Offer (RFO) for the
independent programmatic and institutional assessment capability
support to Systems Managment Office (SMO) at the Johnson Space
Center. Reviews and assessments supported comprise independent
cost, schedule, and technical risk assessments including aspects
of safety and mission assurance, as applicable.

The scope of
reviews and assessments supported shall include JSC lead center
programs, projects, and center-wide institutional support activities.
The contractor shall work as part of a review team comprised
of contractor and civil service personnel. Civil service personnel
shall chair the reviews unless otherwise specified in the task
orders.

The contractor shall research and gather pertinent
technical and programmatic information (including attendance
at program reviews and other technical meetings as necessary);
participate in planning activities in support of the review;
coordinate technical interchange meetings with the review team;
present and defend results of their analyses to the review
team (including senior NASA management if necessary); and write
the final report for the review integrating the civil service
and contractor inputs, according to the schedule specified
in the task orders.

It is anticipated that this contract will
be a 2-year base with 3 1-year options. The Government intends
to acquire a commercial item using FAR Part 12. The NAICS Code
and Size Standard are 541690 and $5M, respectively. The DPAS
Rating for this procurement is DO-C9. The provisions and clauses
in the RFO and model contract are those in effect through FAC
97-27. All qualified responsible sources may submit an offer
which shall be considered by the agency. The anticipated release
date of the RFO is on or about August 13, 2001 with an anticipated
offer due date of on or about September 7, 2001. An ombudsman
has been appointed — See NASA Specific Note “B”.

and any documents related to this procurement will be available
over the Internet. These documents will be in Microsoft Office
97 format and will reside on a World Wide Web (WWW) server,
which may be accessed using a WWW browser application. The

Prospective offerors shall notify this office of their intent
to submit an offer. It is the offeror’s responsibility to monitor
