CBD: Bioastronautics Support and Flight Hardware Development

NASA JSC is hereby seeking capabilities from large, small (SB), small disadvantaged (SDB), HUB Zone and women-owned small businesses (WOB) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the anticipated competition of a Bioastronautics Contract. The potential contract will combine support activities for the Office of Bioastronautics in the newly reorganized Space and Life Sciences Directorate (S&LSD). This support is currently being provided through multiple contracts.

The scope of work includes the following: fundamental and applied biomedical research; biotechnology development; operational space medicine; clinical laboratories; human factors engineering; space food laboratory; biomedical engineering; biomedical hardware design, fabrication, and testing; payload and hardware integration with Shuttle and the International Space Station; and space flight operations. These functions are the responsibility of the S&LSD offices of Space Medicine and Health Care Systems, Habitability and Environmental Factors, Biological Systems, Human Adaptation and Countermeasures, Mission and Project Management, and Program Integration and in the Biomedical Systems Division of the Engineering Directorate.

Tasks in the Office of Astromaterials Research and Exploration Science in S&LSD and the Occupational Health and JSC Clinic tasks in the Office of Space Medicine and Health Care Systems will not be included in the potential contract. It is anticipated that the solicitation will include a provision for providing Bioastronautics facilities. Some government furnished facilities will be made available, but the potential contractor will be required to provide the complementary and supplemental facilities required to fully accomplish the Bioastronautics mission while the S&LSD awaits future construction of a permanent Bioastronautics Facility onsite at JSC. It is also anticipated that the solicitation will be for a contract with a term in excess of five years. It is not known at this time what the term of the contract will be. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors’ responsibility to monitor these sites for the release of any solicitation or synopsis. While the Government acknowledges that many companies have the capability to perform any one or even several of these functions, the Government expects to contract with a firm that has the overall capability to manage this complex effort, including critical services.

The Government is requesting from interested large, SBs, SDBs, WOBs, and HUB Zone businesses a capability statement of three pages or less indicating the ability to perform all or parts of the effort described herein. JSC is an ISO 9000 and OSHA VPP Star certified site; and consequently, interested parties will need to address experience working within these environments. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, SB, SDB, 8(a), HUB Zone, and/or WOB; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact — address and phone number); positive or negative comments with respect to a contract having a term longer than five years (ex. impacts on staffing, impacts on cost, etc.). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified about the outcome of the Government’s review of solicited information. Failure to respond to this synopsis does not mean that a firm cannot respond to a solicitation at a later date. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
