NASA/JSC plans to issue a Cooperative Agreement Notice (CAN) for administration of the KC 135 Student Flight Program. The CAN will request proposals for administration of all phases of the program, which includes publicizing the program, screening proposals, maintaining correspondence, website development and maintenance, database development, distribution and collection of final program reports and assessments. The anticipated program start date is September 1, 2001 through August 31, 2001, with an option for continuation of the program for up to 3 years.

The program is designed to encourage students to pursue careers in science and engineering, by presenting them with the opportunity to fly an experiment on NASA’s KC 135 aircraft, which provides reduced-gravity conditions. Student proposals are received and evaluated in the fall, and students experiments fly both in the spring and the summer. This effort is reserved for universities.

The anticipated release date of the CAN is on or about July 13, 2001, with an anticipated offer due date of on or about August 8, 2001. The NAICS Codes are 611310 and $5M, respectively. All qualified responsible sources are encouraged to submit an offer, after release of the CAN, to be considered for selection by the agency. An Ombudsman has been appointed — See NASA Specific Note “B”. The CAN and any documents related to this action will be available over the Internet. These documents will be in Microsoft Office 97 format, and will reside on the World Wide Web (WWW) server, which may be accessed using a WWW browser application.
