Description

NASA/DFRC plans to issue a blanket purchase agreement (BPA) for repair, design, fabrication, modification and integration support of the NASA DFRC Research/Support/Platform Aircraft and X Vehicles, to include, but not limited to, ground and airborne electronic packaging, component selection, system integration verification. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to establish this BPA for the above mentioned support with Sage Cheshire, Incorporated (SCI) of Santa Clarita, California in accordance with FAR Clause 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and 10 U.S.C. 2304(c)(1). SCI has previously provided repair, design, fabrication, modification and integration support for the Research/Support/Platform Aircraft and X Vehicles. Due to the highly specialized nature of this development, SCI is the only source with prior experience that is vital to the successful satisfaction of this requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00pm PST, 12 Feb 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
