Description

NASA/JSC has a requirement for Finite Element (FE) Modeling of Quantitative Computed Tomography (QCT) images of the hip in support of Space Life Sciences research efforts on the impact of space flight on the skeletal system.

NASA/JSC intends to purchase this service from the University of California-Irvine (UCI). This justification provides a rationale for contracting by other than full and open competition. As part of this procurement, a proprietary FE Modeling tool developed by UCI researchers will be applied to QCT images of the hip. The subsequent data will then be added to UCI’s existing database which NASA will access as part of this effort. This proprietary database represents the largest known and most robust collection of QCT scans with FE modeling of the hip. UCI is the only known source with a demonstrated method that has previously been applied to large and diverse population cohorts and that also possesses the data required for NASA’s research.

The Government intends to acquire a commercial service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 23, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
