Description

NASA/JSC has a requirement for radar tracking and analysis of the Antares Orbital-1 mission, utilizing the NASA Diagnostic Radar System.

NASA/JSC intends to purchase the services from L-3 Communications Corporation Division,Interstate Electronics Corporation, pursuant to the authority cited in 10 U.S.C.2304(c)(1)and FAR 6.302-1.

This requirement is unique to NASA missions; L3/IEC has developed this ability and suite of tools (software and skill set) for radar debris and configuration event tracking. In order to support the current Orbital 1 mission requirements in December 2013, the contractor must have familiarization, training, and tool development prior to the commencement of work.

Since the NASA mission support represents a non-traditional use of radars, this prior knowledge and experience is critical to effectively and safely support the currently scheduled mission.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Dec 5, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
