Description

         The solicitation, titled “Advanced Oxygen Recovery for Spacecraft Life Support Systems,” as Appendix NNH14ZOA001N-14GCD-C2 to the Space Technology Mission Directorate (STMD) NASA Research Announcement (NRA), titled “Space Technology Research, Development, Demonstration, and Infusion 2014 (SpaceTech-REDDI-2014),” which was released on April 15, 2014 is hereby amended as follows:

    1. Section 4.0 Proposal Submission Information, subparagraph 2 Technical and Management Section, (Management Approach, Section and Cost) is hereby deleted and replaced with:

    * “Describe the qualifications and capabilities of the proposed team, the extent to which the project lead, organization, key personnel and team members have the skill, expertise and experience needed to successfully execute the proposed technical approach. It is important to note that there are no expectations or limitations on the potential teaming agreements. 

    * Describe the management structure and provide justification to its appropriateness and effectiveness. 

    * Clearly articulate the detailed technology development work plan/schedule (including the phasing of work and the identification of major milestones) that is aligned with the objectives of this Appendix and culminates in a TRL of at least 5 at the culmination of Phase II for the proposed technology. (Phase II details can be more notional (but realistic and credible) and demonstrate that the overall goals and objectives for Phase II can be met). 

    o Describe all of the steps necessary to accomplish the oxygen recovery technology advancement including: design, development, analysis, testing, and evaluation.

    * The proposed schedule shall include quantifiable metrics and the appropriate margin. 

    * Provide detailed costs required for the successful development of the technology for Phase I and a rough order of magnitude (ROM) estimate for Phases II. (See 4.3.5 of the NRA for additional guidance)”

 

    2. Additionally, offerors are reminded that as stated on page iii of the Appendix: “Type of Instrument that may be used for awards: Contracts or Inter- or Intra-Agency Agreements.” Therefore, no grants or cooperative agreements will be executed for this requirement.
