Description
NASA/MSFC has a requirement for an Advanced Mirror Technology Development Science Requirements Team.
NASA/MSFC intends to purchase this effort from Association of Universities for Research in Astronomy, Inc., Space Telescope Science Institute, Baltimore, Maryland pursuant to FAR 13.106, for the acquisition of supplies and services determined to be reasonably available from only one source. Competition is impractical for the following reasons.
* The Association of Universities for Research in Astronomy, Inc., which operates the Space Telescope Science Institute, is uniquely capable in meeting the requirements to perform the Technology Development science tasks within the statement of work. The Space Telescope Science Institute (STScI) manages the selection of astronomers and their science investigations for use of the Hubble Space Telescope (HST).
* They provide grant administration, planning and scheduling of HST, and manage HST public outreach.
* Their committees ensure that the use of HST’s observation time has the highest science value.
* STScI is also the science and operations center for the James Webb Space Telescope (JWST). From their management of the scientific content of the use of these great observatories, they are uniquely qualified to provide science guidance and requirements to enable HST’s successor.
* STScI personnel include astronomers who themselves are investigators and perform science analysis of HST data.
* Their background in observational astronomy and leadership in Cosmic Origins investigations with HST’s Advanced Camera for Surveys instrument is particularly relevant to the statement of work.
* They are uniquely qualified to not only provide science guidance, but to derive the fundamental performance requirements and the engineering requirements to satisfy the statement of work.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 14, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
