Description
NASA/GSFC has a requirement for operational maintenance of the QuikSCAT Satellite. The QuikSCAT satellite has remained in operational status well beyond its useful life of three years on-orbit. The original contract was award on November 17, 1997 and procured under the Rapid Spacecraft Indefinite-Delivery, Indefinite-Quantity (IDIQ) as a fixed-priced contract. The original contract called for one year on-orbit with two, one year options. The spacecraft is currently in its 15th year on-orbit and continues to provide useful data.
The incumbent contractor is responsible for flight operations of the QuikSCAT mission, consistent with existing mission operating procedures. Flight operations include activities necessary to maintain the health and safety of the spacecraft and instruments, mission planning and scheduling, engineering analysis, and mission operations ground system maintenance testing and integration. The Contractor shall perform overall engineering analysis of spacecraft bus harness assembly and the performance to evaluate the health and safety of the spacecraft. The Contractor shall be responsible for the planning, reviewing, testing, execution and evaluation of contingency operations during anomalous events or any events requiring special mission activity as agreed to by NASA; and the implementation of End of Mission activities in accordance with NASA policy, as agreed to by the QuikSCAT Project and the QuikSCAT End of Mission Plan.
NASA/GSFC intends to purchase the on-orbit services from Ball Aerospace and Technology Corporation (BATC). BATC was the original contractor who built the spacecraft and who designed the Sea Winds Scatterometer for the NASA Jet Propulsion Laboratory. For the past 15 years, BATC has maintained the QuikSCAT Satellite and continues to provide anomaly support. Ball Aerospace continues to monitor and maintain the health of the QuikSCAT spacecraft by collecting telemetry data, processing all health and status telemetry data and assess the performance of each spacecraft subsystem. The Contractor continues to report all new anomalies that occur to the spacecraft, the instruments, the mission operations facilities, and other areas that impact the operation or safety of personnel and equipment. Flight hardware and software anomalies, problems and/or failures continue to be documented using the Ball Aerospace Flight Anomaly Worksheet (FLAWS) system
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 30, 2014 or 15 business days after posting.
Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
