Thomas Howard and Lance Carrington Named to Key Posts at NASA Office of Inspector General

NASA Inspector General Robert W. Cobb recently named Thomas Howard as
Deputy Inspector General and Lance Carrington as Assistant Inspector
General for Investigations.

Mr. Howard comes to NASA from the Department of Transportation, where
he has served as Deputy Assistant Inspector General since 1998.
Previously, Mr. Howard worked in the General Accounting Office for 24
years, rising to the rank of Assistant Director for National Security
and International Affairs Audits. He holds a B.S. in Accounting from
the University of Scranton. As Deputy Inspector General, Mr. Howard
will serve as the alternate to the Inspector General and will
participate fully in the development and direction of the diverse
audit, investigative, and evaluative functions of the Office of
Inspector General (OIG).

Mr. Carrington began his career in law enforcement with the United
States Army Military Police Corps in 1982. In 1985, he became a
Special Agent in the U.S. Army Criminal Investigation Division Command
and in 1988 he joined the NASA OIG at the Johnson Space Center as a
Special Agent. Mr. Carrington has served as Resident Agent in Charge
at the Goddard Space Flight Center, Special Agent-In-Charge of the OIG
Northeast Field Office, and Special Agent-In-Charge of the OIG Central
Field Office. Mr. Carrington holds a B.A. in Public Justice from St.
Mary’s University, San Antonio, Texas. As the Assistant Inspector
General for Investigations, Mr. Carrington will be responsible for the
functional development, implementation and supervision of the OIG’s
Office of Investigations.

Since 1978, the NASA OIG has worked to prevent and detect crime, fraud,
waste, and abuse, and has assisted NASA management in promoting
economy, efficiency, and effectiveness in Agency programs and
operations.
