The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center is releasing a Cooperative Agreement Notice (CAN) in order to identify successful summer and other out-of-school programs that currently include one or both of the first two Categories of Interest — (1) Student Achievement Impact with tangible evidence of a positive correlation between program participation and improved academic achievement in the subsequent, follow-on school year; (2) Science, Technology, Engineering, and Mathematics (STEM) Careers Exploration with evidence of a positive impact between program participation and increased awareness of, and interest in STEM careers and career pathways.

Upon its release date this CAN will be available electronically through NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) at http://nspires.nasaprs.com and click on Solicitations.

Proposals will be accepted from non-profit organizations, state-based educational leadership organizations, and U.S. school districts that provide and deliver summer or other out-of-school learning programs, and that can demonstrate positive impact measures between their program and improved student academic learning and/or STEM career exploration.

Proposal due date is July 16, 2010. Proposals must be submitted by the Authorizing Organizational Representative (AOR) no later than July 16, 2010, 11:59 p.m. EDT. All proposers, team members and agency officials must be registered before proposal submission to NSPIRES.

This solicitation leading to the award of a Cooperative Agreement is issued pursuant to title 14 CFR Part 1260 for educational and nonprofit institutions and 14 CFR part 1274 for commercial organizations.

Notwithstanding the posting of this opportunity at FedBizOpps.gov, Grants.gov, or at both sites, NASA reserves the right to determine the appropriate award instrument for each proposal selected pursuant to this announcement.
