Rep. Boehlert Announces Top Science Committee Staff

WASHINGTON, DC – Congressman Sherwood Boehlert (R-NY) today officially
announced his top staff on the House Committee on Science. Boehlert was
named chair of the Committee on Jan. 4.
Heading up the staff will be David Goldston, who was Boehlert’s Legislative
Director before moving to the Committee on Jan. 8. Goldston had served on
the Science Committee staff previously; from 1985 to 1994, he was on the
professional staff of the Subcommittee on Science, Research and Technology,
on which Boehlert then served as the ranking Republican. Goldston left that
job to manage the Council on Competitiveness project that resulted in the
report, “Endless Frontier, Limited Resources: U.S. R&D Policy for
Competitiveness.” He became Boehlert’s Legislative Director in 1995.
Goldston has a B.A. from Cornell University and has completed the course
work for a Ph.D. in American history at the University of Pennsylvania.
Serving as Deputy Staff Directors will be Scott Giles and Ben Grumbles.
Giles is currently a Professional Staff Member on the Senate Committee on
Health, Education, Labor and Pensions, where his responsibilities have
included education policy and oversight of the National Science Foundation.
Before moving to the Senate Committee in 1996, Giles worked for 10 years for
Cassidy & Associates, where he became a senior associate. Prior to that, he
was Legislative Director to then-Rep. Frank Horton (R-NY). Giles will move
to the Committee in mid-February. Giles has a B.A. from St. Lawrence
University, an M.A. in religious ethics from the University of Virginia, and
is a doctoral candidate in ethics at the University of Virginia.
Grumbles is currently the senior counsel of the House Subcommittee on Water
Resources and Environment of the Committee on Transportation and
Infrastructure. Boehlert chaired the Subcommittee from 1995 through 2000.
Grumbles, who will move to the Science Committee on Feb. 12, will also hold
the title Environmental Counsel. Grumbles has served on the Water Resources
staff since 1985. He holds a B.A. from Wake Forest University, a J.D. from
Emory University Law School and an L.L.M. from the George Washington
University Law School.
Barry Beringer will remain the chief counsel of the Science Committee, where
he has served since 1995. Beringer served as the Commerce Department’s
associate under secretary for economic affairs from 1987 to 1989. Beringer
has a B.A. from Dickinson College and a J.D. from American University.

Subcommittee staff directors and other top Committee posts will be announced
next week.
