DESC: NASA/SSC plans to issue a Request for Quotation (RFQ) for
various hydrogen peroxide/JP-8 propulsion test equipment, specified
as follows: one (1) 4500 gallon aluminum horizontal H202 storage
tank, one (1) 7000 gallon aluminum horizontal H202 storage
tank, one (1) 8500 gallon aluminum horizontal H202 storage
tank, three (3) 18000 gallon aluminum vertical storage tanks,
one (1) Grundfoss fuel pump, two (2) Model B-33-He He compressors,
one (1) Model H55-B-33-He He compressor, seven (7) helium storage
bottles, one (1) Jet-A fuel tank/delivery system, two (2) 10,000
Jet-A fuel tanks, ten (10) 160,000 Lbf load cells with flexures,
and four (4) 60,000 Lbf load cells.
This procurement is being
conducted under the Simplified Acquisition Procedures (SAP).
NASA/SSC intends to purchase the items from Beal Aerospace
Technologies Inc., 8000 Dallas North Pkwy., Frisco, TX 75034.
The statutory authority permitting other than full and open
competition is 10 U.S.C. 2304(c)(1), as only one or a limited
number of responsible sources and no other types of supplies
will satisfy agency requirements. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform
the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on April 9, 2001.
Such
capabilities/qualifications
will be evaluated solely for the purpose of determining whether
or not to conduct this procurement on a competitive basis.
A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses
to this notice is solely within the discretion of the government.
Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall
be considered by the agency. An Ombudsman has been appointed.
