NASA has selected prime contractor Jacobs Technology, Inc., of Tullahoma, Tennessee, to provide facilities maintenance support services at the agency’s Ames Research Center in Moffett Field, California. This procurement was conducted as a full and open competition.

The Ames Research Center Facilities Maintenance Support Services (AFSS) contract is a single award hybrid contract that includes: a firm fixed-price (FFP) definitive core totaling $114.7 million, a cost-plus fixed-fee (CPFF) portion for Environmental and Emergency Services totaling $13.6 million, and an indefinite-delivery indefinite-quantity (IDIQ) portion with FFP task orders.

The minimum amount of the IDIQ supplies or services that will be ordered during the effective period of this contract is $3 million and the maximum is $100 million. The period of performance consists of a three-year base (including a 60-day phase-in period) for the core and IDIQ portions of the contract, and seven one-year options, resulting in a maximum potential performance period of 10 years. The CPFF portion of the contract has a one-year base, and nine one-year options.

Jacobs Technology will plan, implement and execute a comprehensive Reliability Centered Maintenance (RCM) program for Ames covering the following technical services areas: electrical, mechanical, plumbing, pipefitting, infrastructure utility; heating, ventilating, air conditioning, and refrigeration; environmental; maintenance engineering, grounds maintenance, and building trades.

The central focus of the maintenance program will be the implementation of RCM strategies to determine the optimum mix of preventive, programmed, predictive, reactive and proactive maintenance practices in an effort to provide efficient and effective operations and maintenance services.

Yang Enterprises, Inc., a woman-owned small business in Oviedo, Florida, also will perform work under this acquisition as a significant subcontractor.
