Intelsat General Names Richard Dalbello Vice President of Government Relations

Intelsat General Corp. (IGC), a leader in providing satellite networking services to commercial, government and military customers, has chosen Richard DalBello as vice president of government relations.

DalBello will be responsible for informing and educating policy and decision makers in federal, state, local and other government-related organizations on the many ways IGC serves the nation and the world.

With more than 20 years of experience, DalBello is well known in satellite communications and government circles. He served previously as president of the Satellite Broadcasting and Communications Association, and for more than three years as the president of the Satellite Industry Association, the voice of the U.S. commercial satellite industry on policy, regulatory and legislative matters.

“The government is a key customer, and Richard will be instrumental in helping government officials understand IGC’s special role and the long-term economic and social value of satellite communications to the nation’s security and well-being,” said Susan Miller, IGC president, to whom DalBello reports.

Earlier, DalBello was general counsel for Spotcast Communications Inc., and vice president of government affairs, North America, for ICO Global Communications, a provider of mobile satellite communications services.

He also served as assistant director for aeronautics and space in the White House Office of Science and Technology Policy (OSTP), and drove increasing competition in the international satellite industry and commercial use of the satellite Global Positioning System (GPS).

DalBello started his career in Washington in the Office of Technology Assessment for the U.S. Congress. Later he was director of commercial communications at NASA where he was responsible for private sector experiments on the ACTS (Advanced Communications Technology Satellite) program, which paved the way for the expanded use of Ka-band satellite frequencies. He was also director of the office of space commercialization for the Department of Commerce.

DalBello, 52, earned a bachelor’s degree in political science from the University of Illinois, a doctorate in jurisprudence from the University of San Francisco, and a master’s in law from McGill University. He resides in Takoma Park, Md., with his wife, Marcia, and their three children.
