NOTICE TEXT: This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes only, and in no way obligates the Government in an award of any contract. The Space and Missile Systems Center seeks sources that are qualified to provide operational engineering support for the Department of Defense (DOD) Shuttle/ISS Human Spaceflight Payloads Contract (DHSPC). Contract support is necessary for the successful conduct, planning, integration and on-orbit operation support of experimental and operational payloads on the National Aeronautics and Space Administration’s Space Shuttle and International Space Station (ISS).

The scope includes: the manifesting, integration and operation support of designated DOD payloads into Space Shuttle and ISS missions; payload element processing and testing; safety and requirements verification and validation; engineering analysis; DOD Payload Operations Control Center (POCC) maintenance; logistics support of payload elements and ground support equipment; maintenance of the DOD document library and vault; maintaining, repairing, and daily support for the DOD Local Access Network (LAN) infrastructure; and configuration management functions for documents and equipment.

Handling of SECRET material may be required and a SECRET facility clearance will be required before contract award.

The incumbent contractor for the current DPSC acquisition is Muniz Engineering Inc. Proof of 8(a) eligibility and a statement of capability indicating ability to perform the above mentioned criteria should be submitted as directed below. 8(a) concerns shall provide an original and three copies of a statement of capabilities (SOC). The proposed requirement is being considered for 8(a) competition, therefore replies to this notice are requested from 8(a) concerns NAICS 541710. The SOC should address knowledge, capability, and experience in the following specific areas: Space Shuttle; International Space Station; NASA integration process for middeck and cargo bay Shuttle payloads, and internal and external ISS payloads; Satellite flight design and analysis (to include Shuttle/ ISS/small satellites etc.); NASA safety process and requirements for Shuttle/ISS payloads; Ability to acquire and fabricate Shuttle/ ISS qualified equipment or parts; Management Information Systems and flight analysis tools; configuration management processes; facilities available to store and process flight hardware and the ability to handle classified (SECRET) material; and successful management of similar programs within the last five years.

The capability statement shall be limited to 15 pages, single-spaced, 12-point font, Times New Roman, excluding resumes, and mailed to SMC/TEKL, ATTN: Aurora Vigil, 3550 Aberdeen Ave. SE, Kirtland AFB, NM 87117-5776.
