Alliance Spacesystems and Raytheon Team to Win JPL Engineering Support Contract

Mechanical and Thermal Engineering Support Contract Enables JPL to tap into expertise at two premiere Southern California aerospace firms

October 31, 2007 — Alliance Spacesystems, Pasadena, CA (Alliance) http://alliancespacesystems.com/, announced that a team of Alliance and Raytheon has been selected by the Jet Propulsion Laboratory (JPL) to enter into negotiations for the Mechanical and Thermal Engineering Support (MTES) contract. The team leverages the local presence of Alliance and the Raytheon Information Solutions (RIS) Pasadena Operations against Raytheon’s extensive resources in the greater Southern California area.

JPL competed the opportunity to find a combination of technical and project management expertise to successfully support its mechanical and thermal engineering needs over multiple missions. The contract provides JPL with a vehicle to readily exploit the resources of the Alliance Raytheon team. Required areas of technical expertise center on the mechanical and thermal disciplines and include the specialties of stress, thermal, fluids, cryogenic systems, mechanical design, electronic packaging, optical and optomechanical engineering, propulsion, cable/harness design, and contamination control.

Proposals were evaluated for technical and management capabilities along with past performance to demonstrate related experience. Technical capabilities included the qualifications and skill mix of key personnel, facilities, and computer hardware and software available to execute the contract. Management approach was evaluated with regards to schedule and cost control, the subcontracting plan including details of how the Alliance/Raytheon team would operate, and quality assurance.

A Representative Work Order Exercise (RWO) was posed to proposers and the responses evaluated during an oral presentation. The Representative Work Order Exercise enabled the Alliance Raytheon team to demonstrate its understanding of the requirements and the technical challenges associated with the objectives of the RWO and its capability with regards to the technical requirements The MTES contract has a value of up to $5,000,000 per year for a three-year duration with an option for two additional years.
