The world of Chinese telecoms regulations has been surprisingly boring since the beginning of time. In short, the government controls the networks, and that’s all there is to say. The big three Chinese telcos (China Telecom, China Unicom, and China Mobile) are all state-owned, and access to the internet is tightly controlled. And in general, the same has applied to satellite communications, with state-owned China Satcom having an effective monopoly in mainland China, and with most indications being that China’s Non-Geostationary Orbit (NGSO) constellation(s) will be state-run.
