FAA Proposes Rule to Dispose of Rocket Upper Stages to Limit Orbital Debris

The Federal Aviation Administration (FAA) has proposed a rule requiring companies to deorbit the upper stages of rockets or place them in a higher orbit, in order to limit the increasing problem posed by dangerous orbital debris.
