SUMMARY:Science with the Habitable Worlds Observatory and Beyond
DESCRIPTION:The Astro2020 “Pathways to Discovery” report envisions an ambitious\, multi-decadal fleet of cooperating New Great Observatories\, beginning with the Habitable Worlds Observatory (HWO). HabWorlds aims to search for planets like the Earth around Sun-like stars\, and to revolutionize other areas of astrophysics with its deep imaging and highly multiplexed spectroscopy. NASA is now embarking on the scientific and technical maturation program that will build a new paradigm for flagship mission development. \nOur conference will bring together scientists\, technologists\, and other stakeholders to discuss the most compelling science drivers for HWO\, identity new science areas\, and to work toward a feasible development path. We will also discuss how the recommended X-ray and far-IR flagships complement these science aims and how their concepts might be advanced in the coming decade while HWO is under active development. The conference will include invited talks\, contributed talks\, and posters on all areas of science and technology. We will round out the week with an evening reception in DC to celebrate the first year of JWST science and look ahead to the future (Thursday July 13)\, and a focused “tech day” for deep dives into technology development plans on Friday\, July 14. We support both in-person and virtual participation.

DESCRIPTION:On June 29\, 2023 at 3 PM Eastern\, NASA’s Planetary Science Division (PSD) will host a webinar to discuss the Dual-Anonymous Peer Review (DAPR) process for research programs in the Planetary Science Division under ROSES-2023\, including all of the Data Analysis Programs (DAPs; Cassini\, Discovery\, Lunar\, Mars\, and New Frontiers DAPs)\, Exoplanet Research Program (XRP)\, Habitable Worlds\, all Participating Scientist Programs\, and the Planetary Protection Research Program\, which will be DAPR for the first time. \nIn Dual-Anonymous Peer Review\, not only are proposers unaware of the identity of reviewers\, but the reviewers do not have explicit knowledge of the proposing teams and institutions during the scientific evaluation of the proposal. During the workshop\, scientists and educators are paired together and supported in bi-directional conversations around diversity and inclusion in engaging Black and Latinx audiences in planetary science. Participants also co-create and lead hands-on activities during a public engagement event following the workshop held in collaboration with a local youth-serving organization. These events allow workshop participants the opportunity to practice engagement strategies discussed in the workshop.

The Science Strategy is cross-cutting and applicable to all ESA EO programme activities. It provides the framework that connects scientific research and development\, innovative new EO mission ideas and technologies\, and mission data exploitation\, with applications that address urgent and major Earth system science and deliver societal benefits. \nAn ambitious science-driven future ESA EO Programmes landscape requires a renewed EO Science Strategy that takes into account the current EO landscape and developments\, and strengthens and makes explicit the links between critical science challenges and addressing gaps in Earth system understanding as well as societal benefits. The EO Science Strategy Workshop represents a key event in this process and will support the elaboration of a new ESA EO Science Strategy to be published before the end of 2024.

SUMMARY:Culturally Inclusive Planetary Engagement Workshop
DESCRIPTION:Planetary scientists and astrobiologists (including graduate students\, post-doctoral researchers\, engineers and technicians) and informal (out-of-school time) educators are invited to apply to attend a Culturally Inclusive Planetary Engagement professional development workshop. During the workshop\, scientists and educators are paired together and supported in bi-directional conversations around diversity and inclusion in engaging Black and Latinx audiences in planetary science. Participants also co-create and lead hands-on activities during a public engagement event following the workshop held in collaboration with a local youth-serving organization. These events allow workshop participants the opportunity to practice engagement strategies discussed in the workshop.

SUMMARY:Human Spaceflight Safety\, in Concept & Practice: Which Way Forward?
DESCRIPTION:The Beyond Earth Institute (Beyond Earth) will be hosting a virtual policy event titled “Human Spaceflight Safety\, in Concept & Practice: Which Way Forward?” on May 24\, 2023 from 1:00pm-2:30 pm Eastern Time via Zoom. Tickets can be obtained at the following link: https://buytickets.at/beyondearthinstitute/917588 \nYears in the making\, the commercial human spaceflight sector is finally lifting off. Blue Origin has had several successful suborbital flights with paying participants\, and Virgin Galactic has scheduled their first operational flight for later this month. SpaceX is flying ambitious\, fully private orbital missions as well as delivering NASA and international crew members to and from the International Space Station. Both Boeing and Sierra Nevada are developing their own crewed systems. \nAs this sector grows\, questions and debate – philosophical\, political\, and practical – about how government policy should promote improved occupant safety are coming to the fore. Should the status quo restriction on regulation of vehicle design\, manufacturing\, and operation continue? What is the role of industry safety standards\, and should the government seek authority to enforce them? Are unrestricted innovation and competition the best path to safety\, or should the federal government be granted authority and responsibility for the safety of commercial human spaceflight? \nWhen Congress passed the Commercial Space Launch Amendments Act of 2004\, it recognized that commercial human spaceflight was an experimental and risky activity. However\, Congress also required operators to inform customers of their safety records so people could make an informed choice based on levels of risk. And for some number of years\, the Secretary of Transportation could only regulate operators in response to a demonstrated problem (in a flight accident or safety incident). \nThat spaceflight regulatory “learning period\,” restricting the FAA from issuing operating requirements and design regulations for human occupant safety\, is now scheduled to expire in the fall of this year. Proponents of the learning period maintain that the human spaceflight industry is still too immature\, technologies and designs still too iterative\, and best practices still in rapid flux to be subject to prospective safety regulations. Others\, including the FAA and a recent RAND report\, conclude that\, despite a limited body of reference knowledge and nascent industry consensus standards\, the time is right to enable unrestricted regulation. Still others believe that this is a false choice\, arguing that allowing more regulation will not replace or strengthen the informed consent regime\, nor is regulatory authority necessary to take other steps to promote safety. \nThis Beyond Earth Institute conversation convenes leading experts in space policy\, regulation\, and law – who have firsthand experience with human spaceflight safety policies and regulations from their work in industry and on Capitol Hill – for a nuanced look at the topic broadly. How should we approach the notion of human spaceflight safety and “risk?” What is\, or should be\, the appropriate role of a regulator and regulations? How important\, if at all\, are enforced (as opposed to voluntary) industry safety standards for the future of humans living and working in space? SUMMARY:2023 NASA Fundamental Physics Workshop
DESCRIPTION:The 2023 NASA Fundamental Physics Workshop will be held May 23-25\, 2023\, at the Hilton Santa Barbara Beachfront Resort in Santa Barbara\, California. \nThis workshop will focus on transformative fundamental physics research and new space experimentation. The workshop will provide a forum for the community to share new fundamental physics research results and present and discuss pioneering research ideas for future space experimentation in Earth’s orbit and beyond. The National Academies Decadal Survey on Biological and Physical Sciences Research in Space 2023-2032 is expected to be released in June of 2023. This workshop will be an opportunity for the scientific community to begin to strategize responses to the expected survey recommendations. NASA will also establish the Fundamental Physics Program Analysis Group (PAG)\, an open community-led forum\, to provide NASA with essential analyses for informed decision making on fundamental physics. This PAG will convene for the first time at the workshop. \nRegistration for the workshop is now open. All interested scientists\, researchers and NASA/NSF managers are invited to participate. The participation of the current NASA-funded investigators is strongly encouraged and kindly requested. The human landing system will take astronauts to and from Gateway in lunar orbit to the surface and back to the lunar space station as part of NASA’s return to the Moon for science\, exploration\, and inspiration. \nThe announcement will air on NASA Television\, the NASA app\, and the agency’s website. \nNASA participants will include: \n– NASA Administrator Bill Nelson\n– Jim Free\, associate administrator\, Exploration Systems Development Mission Directorate\, NASA Headquarters\n– Lisa Watson-Morgan\, manager\, Human Landing System Program\, NASA’s Marshall Space Flight Center in Huntsville\, Alabama \nMedia are invited to attend in person or participate virtually via teleconference. The agency already is working with SpaceX to develop landers for the Artemis III and Artemis IV missions. \nWith Artemis\, NASA will land the first woman and the first person of color on the lunar surface and establish long-term exploration for scientific discovery and to prepare for human missions to Mars. The agency’s Space Launch System rocket and NASA’s Orion spacecraft\, along with the human landing system\, next-generation spacesuits\, and the lunar spaceship Gateway\, are NASA’s foundation for deep space exploration.
