NASA SMD ROSES-22 Amendment 43: A.54 Earth Venture Suborbital-4 Draft Text Released for Community Comment
When it is solicited, A.54 Earth Venture Suborbital (EVS-4) will invite suborbital science investigations that propose integrated approaches to pressing Earth system science issues. To be eligible, investigations must be science-focused, concentrating on detailed descriptions of the science to be achieved, including goals and objectives.
Proposals shall include observation strategies and a prioritized list of geophysical observables and required modeling capabilities. For this opportunity, a suborbital investigation is defined as one that relies primarily – although not necessarily exclusively – on acquisition of new measurements from airborne, shipborne, and/or balloon-borne platforms.
There are two significant changes planned for the EVS-4 solicitation process compared to the prior three rounds:
- First, and most significantly, the process for investigation and science team selection will occur separately, in two stages. This is a draft for Stage 1, science investigation(s), with only a single named PI, will be selected from proposals submitted to this program element. In Stage 2, the next stage that will be separately solicited after investigation selection, science team membership will be competed, and the science investigation will be scoped and costed.
- Second, the peer review process will be via Dual Anonymous Peer Review
