The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) is announcing via this email the release of the final text for the Announcement of Opportunity entitled 2023 Earth System Explorers (ESE). The Earth System Explorers (ESE) Program conducts Principal Investigator (PI)-led space science investigations as recommended by National Academies of Sciences, Engineering, and Medicine 2017 Decadal Survey for Earth Science and Applications from Space (https://www.nationalacademies.org/our-work-decadal-survey-for-earth-science-and-applications-from-space ). The ESE AO solicits proposals for the development, execution, and data product dissemination of spaceborne missions that make observations of one or more of the 2017 Decadal Survey Earth System Explorer Targeted Observables; however, at least one of the estimated four selected proposals will prioritize Greenhouse Gases as one of its Targeted Observables.

All investigations proposed in response to this AO must support the goals and objectives of the Earth System Explorers Program (Section 2 of this AO). The Government’s obligation to make awards is contingent upon the availability of sufficient appropriated funds from which payment can be made and the receipt of proposals that NASA determines are acceptable for award under this AO. All interested parties must read the final AO carefully for changes from the draft AO. All proposals to the final AO must comply with the requirements, constraints, and guidelines contained in the ESE Final AO. Any costs incurred in preparing submissions in response to this email or to the AO are incurred completely at the submitter’s own risk.

Participation is open to all categories of organizations or institutions, U.S. or non-U.S., including educational, industrial, and not-for-profit institutions, Federally Funded Research and Development Centers (FFRDCs) including the Jet Propulsion Laboratory (JPL), University Affiliated Research Centers (UARCs), NASA Centers, and other Government agencies. Non-U.S. organizations may participate on a no-exchange-of-funds basis. Both U.S and non-U.S. participation is subject to China restrictions described in Sections 4.2.2 and 5.7.1 of the AO.

The Science Office for Mission Assessments (SOMA) hosts the Earth System Explorers (ESE) Acquisition website at https://explorers.larc.nasa.gov/2023ESE/ that provides important information, including the AO’s Program Library and Question and Answer (Q&A) pages.

A Preproposal Conference will be held in the second half of May. SOMA will post the Conference’s forthcoming agenda, logistics, date and time confirmation, etc., on the Preproposal Conference page located on the ESE website provided above. Presentations made at the Preproposal Conference, including answers to all questions addressed at the conference, will be posted on the SOMA Earth System Explorers Acquisition website.

The deadline for all questions is fourteen (14) days before the proposal due date. Proposers are encouraged to submit questions much earlier so that they may be addressed at the Preproposal Conference. Responses to individual comments or questions may be given by email, responded to at the Preproposal Conference, and/or posted on the SOMA website. Anonymity of persons or institutions submitting questions will be preserved.
