This notice is issued by the NASA/GRC to post a Request for Quotations (RFQ) via the internet, and solicit responses from interested parties.
This document is to solicit quotations and to allow soliciting partners to join with the Glen Research Center in preparing proposals in response to the NASA Human and Robotic Technology (H&RT) Intramural Call for Proposal (ICP) Memorandum issued by the NASA Office of Space Exploration Systems (OExS) on May 14, 2004. This RFQ shall not to be construed as a commitment by the Government to enter into a contract. This RFQ is subject to revision or cancellation at any time without any obligation on the Government.
As a result of this RFQ, GRC anticipates entering into a partnering phase activity with respondent(s) who are determined to be viable contributors to the proposal development and technology development. GRC has the right to select more than one partner who meets the selection criteria. GRC has included as an attachment to this RFQ the HR&T ICP document to enable potential respondents to learn more about the H&RT programs, and to enable them to respond to this RFQ. The information contained in this document is essential for developing an understanding of the H&RT effort.
The objective of this RFQ is to invite potential respondents to submit information that allows NASA GRC to select respondent(s) as partners and contributors to the development of the H&RT relevant technologies. Once NASA GRC has selected its partners, no further competition will occur or notification of further opportunities will be published. This notice constitutes all information concerning the H&RT Intramural Call for Proposals partnering opportunity that will be furnished at this time. Firms interested in obtaining supplemental information are strongly encouraged to participate in one of two teleconferences to be held on the May 26, 2004 at 1:00 p.m. EDT and 3:00 p.m. EDT.

This synopsis is not to be construed as a commitment by the Government nor will the Government pay for any proposal information solicited. An ombudsman has been appointed. See NASA Specific Note “B”. The RFQ and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
