Description

NASA/SSC plans to issue a Request for Offers (RFO) for the following Commercial item/services: The Contractor shall provide a coordinated, multi-university, interdisciplinary academic program that utilizes the unique area of excellence of each participating institutions of higher learning. The Contractor shall coordinate the activities between the Mississippi Board of Trustee of the Institutions of Higher Learning and the Stennis Space Center (SSC) Policy Board on Higher Learning. The effort shall involve overseeing the academic offerings at SSC; continue to present certified Master of Science level Hydrographic Science course; onsite graduate level Geospatial Science program; senior level expertise and support to existing program activities through SSC’s National Workforce Development Education & Training Initiative; much of the work shall be conducted by universities or colleges due to the nature of the funding source from the federal agency requiring that the effort be conducted by an institution of Higher Learning; some of the work shall be conducted by Minority Institutions of Higher Education (HBCU’s, HSI’s, TCU’s OMU’s, etc.) as prescribed by Executive Order; and multimeda, graphics, and technology transfer inreach and outreach support. The Statement of Work (SOW) will be included in the solicitation document. The period of peformance shall be five (5) years. This procurement is a competitive 8A small business set-aside. The NAICS Code and Size Standard are 611710 and $5.0 Million, respectively. The anticipated release date of RFO 13-SSC-O-03-30 is on or about April 23, 2003 with an offer due date of May 23, 2003. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
