Description
NASA/GRC has a requirement for CONTROLLED-RELEASE MICROSYSTEMS FOR PHARMACOLOGICAL AGENT DELIVERY. NASA/GRC intends to purchase the items from Connecticut Reserve Technologies (CRT), LLC as a follow on to C-72118-T using proprietary technology developed by CRT. The proprietary nature of the product, the substantial duplication of cost, and the amount delay needed to duplicate the work completed is not in the best interest of the Government. This procurement is being conducted under Simplified Acquisition Procedures (SAP) in FAR Part 13. This Sole Source is under the authority of FAR reference: 13.106-3(b)(3)i. Organizations that believe they are capable of performing the described work may submit their capabilities and qualifications to perform the effort IN WRITING to the identified point of contact not later than 4:30 p.m. local time on 4/18/03. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This is NOT a competitive announcement; it is a sole source announcement. Please do not request a copy of the solicitation–No competitive solicitation will be issued a sole result of this announcement. If the Government decides that this work will be competed, a competitive announcement and accompanying solicitation will be issued at that time. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note “B”.
