Description
The Missile Defense Agency (MDA) is seeking potential sources for Program Management, Planning; Operations, and Reporting; KE Interceptor Capability Development and Test; and Experimentation to Support KE Capability Development.
MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. Interested small business GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations package within the four (4) weeks after this announcement’s due date, with offers due four (4) weeks later. The Program Management, Planning, Operations, and Reporting includes: (1) develop acquisition strategies, acquisition program documentation, management plans, budgets plans, and IMP/IMS in accordance with MDA guidance (2) assist the KI interceptor contracting officer in executing contract actions, (3) manage all aspects of office operations including information technology, security, facilities, and personnel management, and (4) generate all required presentations and graphics required by the KE Interceptors program.
KE Interceptor Capability Development and Test support includes: (1) provide individuals for dedicated, on-site assistance to each KE interceptor development contractors to ensure full integration of government and contractor activities, (2) manage numerous interfaces between KE Interceptors and other MDA codes for integration of the KE capabilities into the BMDS, (3) assist the government in interfacing with the appropriate service for operational concept development in parallel with capability development, (4) have the ability to conduct end-to-end modeling and simulation analysis, and (5) have the ability to analyze potential test scenarios taking into account range safety requirements and potential debris fields using test range standard tools and procedures.
Experimentation to Support KE Capability Development includes: (1) Plan, manage, and execute air and space based IR data collection experiments, multiple air based data collections and one extended space experiment are planned. The resultant order will consist of a Firm-Fixed Price support services contract line item for an estimated 39 man-year equivalent (MYE). The term of the order with options is anticipated to be at least 4 years. The contract will consist of on-site and off-site personnel located in Arlington, VA with 100% of personnel requiring a SECRET clearance and 3-5 personnel requiring TS/SCI clearances.
GSA schedule contractors who qualify under the North American Industrial Classification System (NAICS) 541690 (Administrative Management and General Management Consulting Services) as a small business are invited to submit to the contracting office as early as possible, but not later than January 03, 2003, a three (3) page Capability Statement summarizing the corporate strengths in relation to the following criteria: (1) describe the qualification and capabilities of your staff to perform the type of work specified (2) describe your company?s experience with DoD/NASA for the type of work specified and (3) describe your management approach in managing on-site/ off-site staff, retention/replacement, authority, responsibilities, and quality control, as well as your ability to provide required clearances at time of award. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Please segregate this information on the Capability Statement by firm.
