Description

The purpose of this synopsis is to request information from industry on a NASA Enterprise-Wide Messaging System (NEWMS). This synopsis includes three word documents; Instructions for Respondents, RFI requirements, and RFI Appendix. The documents are available at: http://jsc-web-pub.jsc.nasa.gov/bd01/BJ202RFI02/ These documents are for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.

Questions regarding this request for information (RFI) must be submitted in writing (e-mail is preferred) to the attention of Jessica Miller no later than 4:00 p.m. (CST) October 24, 2002. The RFI response and associated documentation as described in this synopsis and its attachments are due by 4:00 p.m. (CST) on Thursday, November 7, 2002, and may be mailed or sent electronically (preferred) to Jessica Miller, Mail Code BJ2, 2101 NASA Rd. 1, Houston, TX 77058. In responding, please reference synopsis number: BJ2-02-RFI-02.

This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the review. Any questions regarding this announcement should be directed to the identified point of contact. An ombudsman has been appointed — See NASA Specific Note “B”.

Excerpt from Requirements:

Today’s political and economic environment demands that we maximize use of the technologies available to enable NASA as an organization to operate as efficiently and effectively as possible. Establishment of the NASA Enterprise-Wide Messaging System (NEWMS) that will provide common electronic messaging capabilities across all NASA facilities is considered key to achieving this goal.

NASA is highly decentralized geographically, consisting of its Headquarters in Washington, DC, and ten field centers in eight different states. In addition, several of the field centers have satellite facilities in neighboring states. Historically, each of these physical locations has taken a “site specific” approach to the provision of electronic messaging services. As a result, the NASA electronic messaging environment today is a collection of diverse products and system implementations, with capabilities that vary from site to site. (See Appendix A for a summary of each Center’s current environment.)

This effort is intended to result in a highly reliable and secure system that provides email, calendaring, task management and other collaborative tools to all civil servants and contractors residing at any NASA facility. By implementing a unified system, the Agency expects to reduce the costs associated with maintaining today’s multiple infrastructures and increase overall efficiency through the use of a common tool set.
