Description

NASA/JSC plans to issue a Request for Proposal (RFP) for the Express Pallet System (ExPS). The ExPS provides External Payload accommodations for the International Space Station. ExPS consists of the on-orbit element, payload developer support equipment , ground test and launch site support equipment. A limited number of spares will be produced under this procurement. The on-orbit element provides the structural platform for the integration of mounted payloads. It provides for a structural and mechanical interface via the Capture Attach System (CAS) to the ISS Truss Site (S3 or P3), with a capability for EVR manipulation, connection, and attachment of structural, electrical, and data interfaces. The on-orbit element interfaces to the ISS core avionics and also provides data/command routing, status monitoring, power control, conversion and distribution to 6 payloads. This procurement has an accelerated schedule. Contract award for three ExPS is anticipated to be no later than 1 March, ’03 with the first system delivery to KSC on 1 June ’05. The total contract duration is expected to be 3 years. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 336414 and 1000 employees, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of RFP 9-BG-38-2-81P is on or about 9/25/2002 with an anticipated proposal due date of on or about 10/25/2002. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
