EVA Equipment Board (EEB) Minutes of Meeting October 3, 2001
The EEB met at JSC on April 18October 3, 2001, in Building 1, Room 360, at 1:00 p.m. Representatives from the following organizations participated:

The following items were presented:
- Hardware Integration Schedule XA/Barbara Counts
There are no changes to the schedule. The PRCB decision to change flight dates is pending.
- PRACA Status NS43/Terry Miller
Twelve A total of fourteen (14) FIARs are open for EVA hardware and are shown by flight as follows:
STS-100 (6A) 0
STS-108 (UF1) 7
STS-109 (HST) 11
STS-110 (8A) 14
STS-111 (UF2) 14
Three FIARs were reported as past due. The following were statused:
JSCEC0781F 5/16" Wobble Socket. Socket detaching from PGT during STS-103 EVA.
DCNs are in the system. Paperwork for closure is being worked.
JSCEC0892 HST Portable Foot Restraint. Pivot joint latch would not return under spring tension at the -150
deg. F test point.JSCEC08906 Connector Cleaner Tool Kit. Alignment mark of N2 cartridge still visible when punctured/seated with CCT. Per CARD requirement, mark should not show.
A CR will be written to update drawings and roll the dash number.
No new FIARs were reported.
STS-108 FIARs will be addressed prior to CoFR2.
No FIARs are open for STS-100.
STS-104 (7A) FIARs were statused as follows:
JSCEC0839 REBA Charger. REBA failed to show green LED during acceptance testing.
EC5/ Hiep Nguyen will be going to the contractor (Summit) 5/4/01.
JSCEC0863F Modular Gimbal Assy. End effector is sticking/not closing (STS-98 anomaly).
EC5/Roger Schwarz reported that he is getting more information from Oceaneering. There may be a "broke" in configuration control. Getting story.
BFCE026A024 High Strength Bridge Clamp. Unlock push button will not extend.
EC5/Roger Schwarz reported the hardware is going through vibe testing this week.
STS-105 (7A.1) FIARs were statused as follows:
BFCE029F105 Pistol Grip Tool (PGT). PGT Chatter.
EC5/Roger Schwarz reported this FIAR is still unexplained. The PGT will be shipped for MPLM Bench Review the end of the month. Interims will be written within the next 2 weeks. Hardware is to be left on-orbit.
The Chairman requested a note be added to the status to show dates interims are needed, shipping on open DR, etc.
The EVA hardware oldest FIAR, against the 5/16" Hex Wobble Socket, is 649 days old.
- Certification Status NS22/Greg Wright
Open certification for STS-108 (UF1) includes the swingarm assembly, modular gimbal assembly, EHIP lights, and ORU transfer bags (large and medium). The EHIP light cert is pending washer changeout. Paperwork for the ORU transfer bags went to the SMART on 10/2/01.
There are 12 open certification items for STS-109. Paperwork for the APC/MFR latch assemblies is going to the SMART next week.
Open certification items for STS-110 (8A) are the TERA base assembly and MT energy absorber. A preliminary GCAR has been written on the TERA base assembly.
4. EMU RDR and Certification Status NS22/Charles Sager
RDRs open by flight:
STS-108 (UF1) - 17
STS-109 (HST-03B) - 0
STS-110 (8A) - 1
Tentative closure for RDR H-EMU-490-001 on the advanced battery low circuit voltage is expected by CoFR2. There are no open RDRs for STS-109 (HST-03B). Open for STS-110 (8A) is the C02 sensor failure.
Certification:
There are 15 open certification items for STS-108 (UF1), 11 open certification items for STS-109 (HST-03B), and four open certification items for STS-110 (8A).
5. On-Orbit Limited Life Status NT/Rod Toler
The On-Orbit Limited Life Status is scheduled for presentation to the EEB on the 2nd and 4th Wednesday of the month.
6. USA Limited Life Status USA/Nancy Jeanne Neason
The USA Limited Life Status is scheduled for presentation to the EEB on the 2nd and 4th Wednesday of the month.
7. On-Orbit FIARs/DRs XA/Kristin OBrien
The following hardware needs to be replaced on-orbit and/or returned:
- ORU Tether
- Tether Reel
- High Strength Bridge Clamp
- Pushbutton Articulating Socket
- MMWS Gimbal Assembly
- MMWS Left/Right Hand Swingarm Assembly
- Retracting End Effector
- EHIP Lights
- ERCA
- Connector Cleaner Tool Kit
- Funds Transfer Status XA/Janice Hall
No funding transfers were reported. For funds split between FY 01 and FY 02, a plan needs to be put in place to keep work going and/or to negotiate schedules.
9. EMU Rotation Plan (H7130) HSWL/Donna Ray
Updates to the EMU Rotation Plan are scheduled for presentation to the EEB on the last Wednesday of the month.
- USA SAFER Flight Logistics Plan (H-0933) XA/Anh Huynh
- SAFER On-Orbit Trainer ER/Pat McCartney
Updates to the USA SAFER Flight Logistics Plan are scheduled for presentation to the EEB on the last Wednesday of the month.
Proposed revisions to the SAFER On-Orbit Trainer CR H-0749 were presented and include a change of GSE hand controller module (HCM) requirements, a change in flight HCM requirements and a delivery date change from 8/31/01 to 10/26/01.
Decision: Revise H-0749 to reflect latest changes.
12. H-0749 Draft Revision SAFER On-Orbit Trainer Flight Manifest XA/Anh Huynh
This draft revision of H-0749 requests adding the USA SAFER On-orbit Trainer to the STS-108 (UF1) flight manifest. This CR will not be processed. It was the decision of the EEB that manifesting the SAFER On-Orbit Trainer falls under the ESEL process. The action for XA/A. Mears to submit a manifest request to launch the USA SAFER On-orbit Trainer in the MPLM on STS-108 and the action to MV5/B. Watkins to authorize USA to process and deliver the USA SAFER On-orbit Trainer to KSC for STS-108 MPLM late stow (on 11/14/01) will be done via the STS-108 ESEL revision. Stowage requirements will be noted on the Manifest Request (foam requirements).
Decision: Implement via ESEL revision.
13. IFA Status XA/Glenn Lutz
STS-104-8: Investigate findings reported on IFI TD "BCA 1 garbled messages" and report to EHB, with recommended plan and further action.
CLOSED 10/3/01. Per DX32/Peggy Guirgis (E-mail), MOD updated the BSA Battery Recharge Terminate in the ISS EVA Checklist which tells the crewmember that if they get a garbled display, they need to verify charge duration and battery voltage on the BC display, then check with MCC-H to verify that MOD received the correct status message on the ground.
14. EEB Actions Status XA/Glenn Lutz
The following actions were statused:
Action 8/29/01-1: Investigate any effects to the EMU hardware from helmet lights being left installed on the helmets.
CLOSED 10/3/01. Per EC5/Hiep Nguyen, EHIP lights have been fitchecked and PIA procedures are in place. EC5/Scott Cupples has a plan in place to do quadrennial inspections.
No further items were brought forward, and the EEB adjourned.
