EVA Equipment Board (EEB) Minutes of Meeting September 19, 2001
Note: The Chairman informed the EVA community that ISO auditors have determined that the name "EVA Hardware Board" does not cover software. It is hereby renamed the EVA Equipment Board.
The EEB met at JSC on September 19, 2001, in Building 1, Room 360, at 1:00 p.m. Representatives from the following organizations participated:

The following items were presented:
- Hardware Integration Schedule XA/Rich Fair
Updates to the schedule include STS-108 (UF1) CEIT ship date completed 9/17/01, MPLM KSC Bench Review scheduled for 9/27/01, and STS-109 (HST-03B) PSA pull test scheduled for 9/25/01.
- Space-to-Space Communication System (SSCS) Evaluation of CR H7003R1 (Expedited EMU Turnaround) EV/M. Chavez
EV raised the following concerns of removing Space-to-Space EMU Radio (SSER) testing in conjunction with the Expedited EMU Turnaround CR H7003R1:
- Limited SSER flight history
- Only one unit has seen more than one flight without rework
- No verification of SSER caution and warning tones
- Failure to sound warning tone is a CIL with a Crit 2/1RB failure mode
- Recommend adding verification of C/W tones to V1103.02
- No verification of SSER transmit power and sensitivity
- Key radio performance parameters that define communications range
- Will not be preflight checked and would only be detectable during an inflight EVA
- FIAR EV1268: Loss of SSER sensitivity is a constraint to implementing any EET that does not include SSER transmit power and sensitivity testing
Root cause has not been determined. Subassembly parts have been replaced but there is no known cause as to what happened. This could close as an "unexplained" anomaly.
The Board agreed to accept the risk of random failure and voiced no concern over lack of testing. The radio is certified for 25 launch/landings. The test EV performs only shows the hardware was good the last time it was used; it does not predict a failure.

Twelve A total of fourteen (14) FIARs are open for EVA hardware and are shown by flight as follows:

Five FIARs were reported as past due. The following were statused:
JSCEC0881 EHIP Lights. Flat washer permanently deforms when torqued and will not allow cap screw to maintain 5.0-inch pound torque value.
This FIAR closure is pending completion of the correct form.
BFCE029F105 Pistol Grip Tool. Pistol grip tool chatter.
USA will have closure to PRACA by the end of the week.
JSCEC0851 General Purpose Cutter. GPC handle does not lock within torque spec.
A CR has been initiated and will be presented to the 9/24/01 EVA Tools and Crew Aids Panel.
JSCEC0871F Waist Tether and JSCEC0872F Safety Tether. STS-100 anomaly Red indicator showing on load alleviator strap.
Closure is in work. A new ECD of 10/17/01 was assigned.
No new FIARs were reported.
The following STS-108 FIARs were statused:
JSCEC0781 5/16" Wobble Socket. Socket detaching from PGT during STS-103 EVA.
Final is in process; however, paperwork from OSS is late.
JSCEC0892 HST Portable Foot Restraint. Pivot joint latch would not return under spring tension at the -150 deg. F test point.
Thermal testing has been completed.
No FIARs are open for STS-100.
STS-104 (7A) FIARs were statused as follows:
JSCEC0839 REBA Charger. REBA failed to show green LED during acceptance testing.
EC5/ Hiep Nguyen will be going to the contractor (Summit) 5/4/01.
JSCEC0863F Modular Gimbal Assy. End effector is sticking/not closing (STS-98 anomaly).
EC5/Roger Schwarz reported that he is getting more information from Oceaneering. There may be a "broke" in configuration control. Getting story.
BFCE026A024 High Strength Bridge Clamp. Unlock push button will not extend.
EC5/Roger Schwarz reported the hardware is going through vibe testing this week.
STS-105 (7A.1) FIARs were statused as follows:
BFCE029F105 Pistol Grip Tool (PGT). PGT Chatter.
EC5/Roger Schwarz reported this FIAR is still unexplained. The PGT will be shipped for MPLM Bench Review the end of the month. Interims will be written within the next 2 weeks. Hardware is to be left on-orbit.
The Chairman requested a note be added to the status to show dates interims are needed, shipping on open DR, etc.
The EVA hardware oldest FIAR, against the 5/16" Hex Wobble Socket, is 635 days old.
- On-Orbit Limited Life Status NS43/Terry Miller
- Certification Status NS22/Greg Wright
The On-Orbit Limited Life Status was presented showing hardware expirations through 2/02. Items on the list include the MUT tool carrier, ORU transfer device, tether extension assembly, and trace gas analyzer.
A CR to extend the life of the MUT tool carrier will be initiated in 2 weeks. A CARD change for the ORU transfer device is in work for 8A.
Open certification for STS-108 (UF1) includes the PFR bridge clamp, swingarm assembly, modular gimbal assembly, EHIP lights, and ORU transfer bags (large and medium).
There are 12 open certification items for STS-109. Certification for the MFR latches has been delayed due to a few manufacturing problems. Load testing is in progress. Paperwork needs to get to the SRP in order for the hardware to be at KSC by 10/12/01. This issue will be discussed with the Shuttle Program as there is no SRP scheduled until mid to late October.
Open certification items for STS-110 (8A) include the SAFER, SAFER IVA battery, SAFER inhibit plug and tool assembly, TERA base assembly, and MT energy absorber. TERA and MTEA certification is in work.

Plans are in place for closure of STS-108 RDRs by CoFR2.
Open certification items for STS-108 (UF1) include mainly crew preference items inadvertently left off cert list. A 1027 will be signed to stow with open cert.
Open certification items for STS-109 (HST-03B) include the boot sizing insert and toe cap assembly, fingertip protection hardware, SEMU, ORU tool kit, adjustable equipment tether, and sternal harness.
Open certification items for STS-110 (8A) include boot leg vent ducts, inflight stowage restraint bag, SCU, small boot and small boot TMG assembly, and EVARM dosimeter pocket.

- IFA Status XA/Dale Roberts
STS-104-1: Prepare/present IFA closure package for IFA EVA-001 "EMU 3 Electrolyte Leakage" to SSP was closed. Closure is through the PRACA/RDR system. The RDR number is B-EMU-490-F001.

- H7120 EMU SSA Enhanced Small Boot Toe Spacer Certification and Implementation ILC/Mike Pantaleano
The following actions were statused:
Action 4/30/01: Track and report completion of validation testing of the EMU and PWR water storage capability to the 25 EVA levels.
Testing has been delayed. Need completion by the middle of October. A new due date of 10/15/01 was assigned.
Action 8/29/01-1: Investigate any effects to the EMU hardware from helmet lights being left installed on the helmets.
A DR has been written on all units. EC5/Hiep Nguyen will perform PIAs and fitchecks. EC5/Scott Cupples will do a quadrennial inspection. A new due date of 10/3/01 was assigned.
Action 8/15/01-1: MOD to confirm current operational constraints associated with OIH installation and review training procedures to assure that all training of astronauts is in accordance with the established procedures (ref: 7A crew violation of procedures).
DX32/Peggy Guirgis informed the Board that DX32/Randy McDaniel has talked to instructors and training is proceeding according to updated procedures. There was also a 7A.1 occurrence of crew violation of procedures. A new due date of 10/3/01 was assigned.
Action 8/27/01-1: Verify that ISS airlock can be equipment pass through for PGTs and BRTs (if required) to perform 96 bolt contingency task.
DX32/Peggy Guirgis was requested to inform DX32/Randy McDaniel that an E-mail outlining closure rationale to XA/Dale Roberts would be sufficient to close out the action.
Action 8/8/01-1: Update ICD to existing capabilities of tool. (ref: PGT torque tolerance discrepancy).
A PIRN update is required.
This CCBD requests certifying and implementing the modified toe spacer in the enhanced small SSA boot TMG that was developed and evaluated under PPDO 00-2.2.3C-208. FEMU-R requirements for boot/foot restraint interface will be evaluated as part of this task and revised if necessary. Hamilton Sundstrand will revise manufacturing documentation and generate modification instructions to retrofit all delivered enhanced small SSA boot TMGs (Class I and III). They will produce and deliver 14 pairs of toe spacers and 14 mod kits to support field retrofit of Class I and III enhanced small boot TMGs, with delivery to USA on or before 2/12/02.
Decision: Route for technical concurrence.
Note: Hamilton Sundstrand was requested to specifically identify "the contractor" referenced in this CCBD as Hamilton Sundstrand (or HSSSI), ILC, USA, etc. This will be effective for all CCBDs presently in work, and all future CCBDs.
- H7122 EMU SSA Phase VI Restraint Ripstop Replacement Material Certification ILC/Mike Hrycak
This CCBD requests certifying and implementing the Phase VI restraint incorporating the replacement ripstop material to 198 hours (20 EVAs) based on the results of a 396-hour manned certification test.
Decision: Route for technical concurrence.
- H7044R2 EMU LSS CWS Redesign Effort/Procurement of Cert/Production Hardware HS/Lenny Lacasse
This CCBD requests procurement of material to support caution and warning system (CWS) certification and production activities. This activity includes all EEE parts and mechanical details to assemble two CWSs and two I-156 harnesses. The CWS inventory begins to expire in June 2003.
One concern voiced was the procurement of 100 pieces of the EEPROM for the CPU board, which are becoming obsolete. Hamilton Sundstrand assured the Board that they are pursuing other vendors/devices, but procurement of the 100 pieces will ensure hardware availability through life of the ECWS.
Decision: Route for technical concurrence.
Plans are in work to update the STS-108 (UF1) ESEL, CCCD, and IDRD to address the EHIP light transfer issues encountered during 7A and 7A.1.
