NASA/MSFC plans to issue a NASA Research Announcement for the Living with a Star/Space Environment Testbeds (LWS/SET) and Space Environments and Effects (SEE) Programs. The NRA will solicit investigations for prediction models, guidelines and databases in support of the LWS/SET program in the following areas of interest: microelectronics; detector technologies; degradation and shielding properties of materials; and spacecraft charging/discharging.

Investigations shall be for no longer than one year and shall not exceed $125,000 in value. The NRA will also solicit investigations for the development of technologies in support of the SEE Program in the following areas of interest: electromagnetic effects; ionizing radiation; materials and processes; meteoroid and orbital debris; neutral external contamination; and spacecraft charging. Investigations shall be for no longer than three years with an annual value not exceeding $150,000.

The anticipated release date of the NRA is on or about July 12, 2001 with an anticipated proposal due date of on or about August 24, 2001. The NRA will be posted on the NASA Acquisition Internet Service. The website address is provided at the end of this synopsis. The provisions and clauses in the NRA are those in effect through FAC 97-27. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The DPAS rating for this procurement is DO-C9.

All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
