EVA Tools and Crew Aids Panel Minutes of Meeting 12 Feb 2001
The EVA Tools and Crew Aids Panel met at JSC on February 12, 2001, in Building 1, Room 360, at 1:00 p.m. Representatives from the following organizations participated:

The following items were presented:
- PRACA Status NS43/T. Miller
Seventeen FIARs are open for EVA hardware. Four FIARs were reported as past due and statused as follows:
JSCEC0796 Active WIF Assy. Active WIF Control Knob appeared to have increased force to operate.
Final in XA signature loop.
JSCER0033 USA SAFER. NSI trace on oscilloscope appeared abnormal.
Closure in work. CR H-0949, Change to USA SAFER NSI Self Test Specification, approved. Per NA/R. Cook, closure is pending MOD action to change SAFER IVA checkout and training procedures.
The following EHB action was assigned:
Action 2/12/01-1: Modify SAFER IVA checkout and training procedures to incorporate opening manual isolation valve during SAFER self test.
Actionee: DX3/R. McDaniel
Due Date: 2/28/00
JSCEC0839 REBA Charger. REBA failed to show green LED during acceptance testing.
Investigation is ongoing. No significant information has been obtained. EC5 to give status at the next EHB.
JSCEC0846 APFR. Rotation of collar is difficult/sticking.
Hardware inspected. Probably not design problem but manufacturing error on unit. EC5 to present plan and options at the next EHB.
One new FIAR was reported:
JSCEC0853F Bayonet Probe. Crewmember from STS-92 experienced unsatisfactory fit of bayonet probes to bayonet receptacles.
EC5 to bring plan and options to 2/21/01 EHB.
The EVA hardware oldest FIAR, opened against the Adaptive Payload Carrier, is 526 days old.

- Cert Status NC52/G. Wright
There are two open hardware certifications for STS-102 EVA Scissors, and QD Cap Removal Tool. The cert unit on the scissors is coming back to USA. An ESEL revision is in work to delete the QD Cap Removal Tool.
There are three open hardware certifications for STS-100 11/16" Box End Wrench, Portable Foot Restraint Attachment Device (PAD), and Equipment Tether Reel.
There are 21 open hardware certifications for STS-104, all "green".

The following Mission Hardware Status was presented:
STS-102: All hardware that was returned from Bench Review should be back at USA on 2/14/01. Flight ship from USA to KSC is 2/20/01.
STS-100: Currently waiting on hardware to come back from TSA pull test to be processed for payload bay CEIT shipment. Currently trying to locate a 2" socket. The GP Cutter Handles are going through thermal tests today and should have test results later this evening. XA/R. Fair reported that the PFR PIA cannot be completed due to a lack of gages. EC5/K. Hostetler reported that gages should be available tomorrow. The 11/16" Box End Wrench is late, but this was expected. Payload bay/CEIT shipment is scheduled for 2/16/01 and the CEIT is currently scheduled for 2/24/01.
STS-104: All hardware should be delivered to support Airlock Bench Review, scheduled for 2/27/01.

The weekly "stoplight" HITS Metric Report was presented. This report shows hardware and/or service/support delivered, on schedule, and not meeting planned delivery date or program need date.
- Gage Status EC5/K. Hostetler
- H-0946 Baseline STS-104 (7A) Tool-to-Tool Fitcheck Matrix HSMS/J. Case
The monthly Gage Status was presented. This status shows ages that will expire, gages that are in for calibration, gages that are not in for calibration, and new gages and gages in calibration.
This CCBD baselines the STS-104 Tool-to-Tool Fitcheck Matrix based on the STS-104 Rev. 3 Tools ESEL.
Decision: Route for technical concurrence.
- H-0752R2 Modify Camera Mount Assembly with Equipment Hook Stop Work USA/V. Myers
This CCBD requests a "stop work" on modifying the Camera Mount Assembly by replacing French Hooks with Equipment Hooks as outlined in H-0752R1. Revision 1 authorized the modification of 12 Class I and 8 Class III Camera Mount Assemblies. To date, three units have been completed. No clear crew consensus on preference for old-style camera mounts versus new camera mounts has been established. CB/C. Nicollier will forward this issue to CB Management. XA will also hold internal discussions on this issue.
Decision: Hold pending outcome of CB and XA consensus and forward to EHB.
- H-0862R1 Revise Russian Launch ESEL for progress 3P XA/C. Fulcher
- Walk-on: HST Crew Fam & Fitchecks HSMS/W. Parker
This item was deferred to the next Tools Panel.
A crew fam and fitchecks for HST (STS-109) hardware has been requested by GSFC/S. Butler and XA/B. Counts. Approximately 85 Class I items have been identified. Per the Chairman, tool-to-interface fitchecks are acceptable, but what the hardware is being interfaced with needs to be identified. The 3B fitchecks will not be repeated. HSMS/J. Case, the STS-109 fitcheck Lead, will present requirements to XA off-line.
Decision: Before hardware is sent, provide adequate justification/rationale for each tool to be shipped to Panel Chairman.
