Minutes of Senior Staff and Center Directors’ Meeting 30 October 2000

The following documents the discussions addressed at the Senior Staff and
Center Directors’ Meeting on October 30, 2000. Mr. Goldin did not attend
the meeting. Action assignments have been placed in brackets [ ] for easy
identification.

1. AA Reports

P/Cleggett: Ms. Cleggett reported on the following items: 1) This
summer, the R.O.B. magazine, in partnership with the London Financial
Times, commissioned an international panel of judges to decide, once and
for all, which are the greatest logos of all time. NASA’s =93meatball=94
placed 15th on the list of top 50. The results were published in the
Friday, October 27 edition of Canada’s The Globe and Mail. 2) Also, major
national newspapers and network television stations will air stories about
the upcoming launch of the first International Space Station (ISS) crew.

I/Cline: Ms. Cline reported on the following items: 1) The Administrator
and his delegation will arrive in Moscow today, October 30, for the launch
of the Expedition 1 crew which is scheduled for October 31. 2) There are
additional activities in Moscow on November 1. 3) The docking of the Soyuz
to the ISS is scheduled for November 2.

W/Gross: Ms. Gross reported on the following items: 1) She gave =93kudos=94
to SSC for its support of ongoing investigative efforts. As a result of
recent arrests, indictments, and pleas, contractors/subcontractors notified
employees to cease taking Government property. 2) On October 24, a former
computer technician at McDonnell Douglas Space Systems (MDSS), KSC,
Florida, was charged with a one-count Criminal Information. The individual
allegedly stole computer hardware from MDSS and used the hardware to build
a computer system sold by the individual’s business, creative Rizolutions,
Inc. NASA subsequently paid for the cost of the computer hardware Rizzo
obtained from MDSS. Special Agents from NASA Inspector General’s Officeof
Criminal Investigations and KSC Security and Protective Services conducted
the investigation. A former NASA contractor employee was indicted on three
counts of making false statements to the Government to obtain a Government
vehicle that she used for personal purposes in violation of Title 18, U.S.
Code, Section 1001. Allegedly, the individual falsely claimed that she
needed the Government vehicle to attend Government training and also to
perform official Government business. In one instance, the individual
forged the approval signature of her supervisor on one of the travel
authorization forms. This individual was caught as the result of a
collision with the vehicle.

AS/Olsen: Dr. Olsen reported that the research of one of the Office of
Biological and Physical Research Principal Investigators, Jennifer Lewis,
from the University of Illinois, was featured on the cover of the Journal
of the American Ceramics Society. The research deals with colloidal
self-assembly mechanisms of interest for the understanding of complex
nanostructures and biological membrane systems.

Q/Gregory: Mr. Gregory reported on preparations for the launch. There are
no safety issues, and there is a good probability for a successful launch.

Z/Garver: Ms. Garver reported on the following items: 1) Last week, Code
Z held a conference for Center Implementation Planning personnel. The
primary purpose was to allow the Center implementation planners to share
examples of best practices from other Centers and to gain an understanding
of the differences between approaches to date. The discussion certainly
led to some shared conclusions about the ideal purpose, content, and
requirements for implementation plans, as well as an opportunity to discuss
other strategic management systems issues that impact the
Centers. 3) Code Z also organized the kick-off meeting for the
Sponsorship Policy Development Team last week. The purpose of the study is
to conduct an analysis of the policy and practical issues pertaining to
NASA’s engagement in commercial sponsorship activities. The output willbe
a detailed set of recommendations complete with discrete roadmaps on how to
implement the various policy options.

AM/Williams: Dr. Williams reported on the success of the Health Council
meeting this week.

M/Spearing: Mr. Spearing reported that Mr. Rothenberg is in Russia for the
launch of the Expedition I Crew.

L/Kerwin: Ms. Kerwin reported that the Authorization bill has been
forwarded to the White House. The President is expected to sign it
tomorrow. (Note: The President signed the bill on October 30, 2000.)

J/Sutton: Mr. Sutton reported on the success of the Administrative Issues
Conference. He thanked Sue Garman, Peggy Wooten, and George Abbey for
hosting the conference.

B/Peterson: Mr. Peterson reported on the following items: 1) He
reported that since the Appropriations bill was signed, Code B is
releasing 50 percent of the FY 2000 funds.

C/Christensen: Mr. Christensen reminded everyone about Headquarters’
Holloween celebration scheduled for Tuesday, October 31. 2) The Combined
Federal Campaign is winding down. Mr. Christensen congratulated Code G
for having 14 of the Headquarters 59 eagle/double eagle contributions.

2. Dr. Mulville:

Dr. Mulville reported on the following items: 1) The PMC is scheduled to
meet on Wednesday from 1-4 p.m. in room 9H40 to discuss Formulation
Planning. 2) The Internal Control Council Meeting is scheduled for
Thursday. 3) Dr. Mulville stressed the importance of the CFC. These
voluntary donations help so many worthy causes that benefit all of us. He
encouraged employees to get their donations in. He congratulated Codes A,
E, G, Q, and Z for exceeding their goal.

DFRC/Petersen: Mr. Petersen reported on the following items: 1) Discovery
landed at Edwards on Tuesday and is in preparation for a flight out atop
the 747 tomorrow. 2) The DC-8 Airborne Science platform returned to DFRC
from its 2 1/2 month PacRim Mission. It flew nearly 300 flight hours in 9
countries during the extensive deployment.

JSC/Abbey: Mr. Abbey reported that the launch of the ISS’ Expedition 1
crew on a Soyuz rocket is scheduled for October 31 at 1:53
CDT. (Note: The launch was successful.)

MSFC/Stephenson: Mr. Stephenson reported on the following items: 1) MSFC
celebrated Safety Day last week with a standdown for contractor and civil
service employees, a visit by Astronauts, a Safety Bowl, several vendor
demonstrations, presentations, and guest speakers. Bobby Allison, retired
NASCAR driver, related driving in a NASCAR race to flying in spaceSafety is
Number One. He stressed that we should never take safety for
granted. 3) He said that Mr. Goldin has expressed hopes for improving
NASA’s ViTS capability. We have scheduled a High Definition Television
ViTS demonstration in his office on November 9 from 2:30 to 3:30 p.m.

SSC/Estess: Mr. Estess reported on the following items: 1) The
Delta/Common Booster Core will arrive at SSC on November 2, 2000, for
lifting into the B2 stand with initial test scheduled for December 6,
2000. 2) SSC hosted a highly successful area Boy Scout Jamboree over the
weekend with over 2,300 boy scouts in attendance. Special thanks to JSC
for sending Astronaut/Eagle Scout, Mike Fossum to participate.
