The Earth Science Applications: Socioeconomic Assessments (SEA) program element seeks to expand research, methodologies, tools, and capacity for assessments of the socio-economic value from Earth science information for applications, including decision- and policy-support issues and operational contexts. This program element solicits proposals for a consortium to develop and manage a set of activities toward these ends.

The NASA Earth Science Division is organizing this opportunity, and offices in the National Oceanic and Atmospheric Administration are co-sponsoring. This program element encompasses two subelements: Socioeconomic Assessments, and Community and Capacity Development. The Socioeconomic Assessments program element advances and exercises assessment techniques on the value of Earth science information, in societal and economic terms, for real-world applications. Overall, these two elements can build a strong presence of the work nationally and internationally, foster further work on this topic, induce more Earth science applications, and support better public understanding of the value and benefits of Earth science to society. Proposal teams are expected to be multidisciplinary, multisectoral consortia of organizations. Innovative communications work is part of the scope of activities. NASA plans to issue a Cooperative Agreements as the funding vehicle for this program element, because of ongoingcollaboration among the sponsors and awardee(s).

ROSES-2021 Amendment 48 presents a new program element in ROSES-2021: A.48 Earth Science Applications: Socioeconomic Assessments (SEA). Notices of Intent to propose are requested by January 25, 2022, and proposals are due March 22, 2022. A preproposal teleconference will be held February 10, 2022, on a no-advance-reservation, first-to-dial-in basis. Pre-proposal teleconference agenda suggestions and questions may be sent to shanna.n.mcclain@nasa.gov. Teleconference information will be listed on the NSPIRES web page for this program element no later than December 10, 2021.

On or about November 22, 2021, this Amendment to the NASA Research Announcement “Research Opportunities in Space and Earth Sciences (ROSES) 2021” (NNH21ZDA001N) will be posted on the NASA research opportunity homepage at https://solicitation.nasaprs.com/ROSES2021 and will appear on SARA’s ROSES blog at: https://science.nasa.gov/researchers/sara/grant-solicitations/roses-2021/

Questions concerning A.48 SEA may be directed to Shanna McClain at shanna.n.mcclain@nasa.govand Lawrence Friedl at lfriedl@nasa.gov.
