Institutions planning to submit a proposal are strongly encouraged to submit a Notice of Intent (NOI) on or before October 17, 2018.
 
NOIs assist NASA in assessing the response to this competition and to determine the expertise required for the proposal review panel. NOIs are to be submitted by the PI or and authorized university official to the NSPIRES website (http://nspires.nasaprs.com). Proposers shall register with NSPIRES before it can be accessed for use. Since NOIs submitted after the deadline may still be useful to NASA, NASA will accept late NOIs (emailed to hq-mittic@mail.nasa.gov). However, NASA strongly encourages Proposers to submit NOIs by the deadline.
