Description

The California Institute of Technology’s (Caltech) Jet Propulsion Laboratory (JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), is planning to pre-qualify leading Industry CubeSat suppliers for the procurement of CubeSat’s for various Flight Projects at JPL in Pasadena, California. BACKGROUND: This RFI is viewed as planning tool for JPL organizations to obtain information from leading CubeSat suppliers that will aid JPL to be able to solicit reliable CubeSat sources at will. Leading suppliers that meet minimum standards, will be included in the new supplier prequalification capabilities database. This will maximize procurement efficiencies when the need for CubeSat exist. It is anticipated that JPL will, in the next few years, require more catalog ready CubeSat’s within a short period of time. As such, JPL is attempting to develop a mechanism, in advance, to make the procurement process more efficient to obtain CubeSat’s within the Option parameters set forth below at reasonable costs and schedule. The information received is for supplier prequalification purposes only. Your feedback is essential in the development of this process. REQUIREMENTS: Specifically, JPL would request suppliers to provide information outlined in the attached CubeSat Questionnaire using the sample Statement of Work (SOW) also attached, as a guide. JPL needs to assess general interest, performance and capability and to identify any cost/schedule concerns that maybe associated with providing CubeSat’s to JPL under a Fixed-Price Research and Development type subcontract, in the manner described above and as outlined in Options 1 and 2 as follows: Option 1: Provide a complete CubeSat, fully integrated using JPL or vendor supplier QA; and Option 2: Supplier to provide CubeSat service to fully integrate customer provided instruments and deliver a fully integrated observatory to JPL using JPL or vendor supplied QA. For this RFI, JPL request suppliers to provide an overview of your companies’ CubeSat product line and capabilities per the attached table and for companies to review the proposed JPL terms and conditions for a Fixed-Price type subcontract. The terms and conditions are to be accepted up front and are non-negotiable. It is JPLs intent to establish a Memorandum of Understanding (MOU) that will provide the essential framework for agreement, including acceptance of the JPL terms and conditions and Quality Provisions. As it pertains to quality provisions, the supplier either accepts JPL Quality Provisions or utilize its own supplier provided QA. The terms and conditions and quality provisions will be mutually agreed to and will provide the framework for cost, schedule, and delivery provisions placed in the MOU. JPL may follow-up with in-person discussions, with interested suppliers, to further probe and verify information. Following receipt and review of the responses, JPL will make a determination as to which companies meet the minimum standards for inclusion into the supplier database. Companies who do not meet minimum standards will not be included in the database. As you can ascertain, there are still many TBDs outlined in the table and SOW to finalize. This process is still in its infancy and definition stage and we are looking for suppliers to help us with definition by completing those TBDs. It is JPL’s hope that when the time comes to procure a CubeSat, the initial vetting of the terms and conditions, SOW and Quality Provisions are already established and agreed to in the MOU.
