Description
NASA/JSC has a requirement for the development of databases containing data from the flight study, “Sleep-Wake Actigraphy and Light Exposure During Spaceflight.” The databases are to be in a format that allows the data to be integrated into the NASA Life Sciences Data Archive (LSDA), and makes the data interpretable and useable by LSDA users.
NASA/JSC intends to purchase these services from Brigham and Women’s Hospital investigators Laura Barger, Ph.D. Charles Czeisler, Ph.D, M.D. Dr. Barger and Dr. Czeisler led the flight study, “Sleep-Wake Actigraphy and Light Exposure During Spaceflight” and are therefore most familiar with the data collected and teh manner in which it should be interpreted.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Central Standard Time on September 25, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
